社区营造理念下的上海重固镇章堰村规划策略研究

【摘要】：在当前快速工业化和城镇化的冲击之下乡村出现了许多问题,一方面依托于血缘和地缘建立起来的乡村社会体系正在瓦解,另一方面,乡村的盲目迁并忽视乡村生产生活方式,乡村的建设和发展不可持续。不同于传统政府主导下的建设模式,日本和台湾开展的社区营造号召居民自发组织,在参与社区事务的过程中培育居民的共同意识,促进社区的自我更新。与传统乡村规划方式相比,社区营造理念更符合乡村地域的基本特征,可作为传统规划的补充。良好的社区意识和自主建设观念可以促进村民参与乡村建设,多元的地方特色保证城与乡的差异化发展,多方参与的制度和文化保障可以为上下结合的规划模式提供制度和平台,来开展乡村社区营造理念的实践。本文选取上海市城郊的重固镇章堰村作为研究对象,通过梳理章堰村在重固镇开发的背景下具有的发展机遇以及自身的现状困境,指出传统规划在章堰村发展过程中的局限。在了解村民需求和意愿的基础上,分析出章堰村在应用社区营造理念中有着村民的社区集体意识不强,自身主体地位认知上的缺乏,公众参与乡村事务程度较低以及村民的特色资源和价值缺乏有效保护和利用的问题。结合社区营造的内容,从章堰村开展建设面临问题切入,提出实现章堰村发展的实施路径。从与村民切身相关的土地合作开始着手,建立村民的主体意识,转变乡不如城的观念,凝聚村民的社区集体意识。然后通过改善村民的切身利益来培育村民参与公共事务的能力,培养村民参与社区建设的积极性。依托于重固镇的开发,通过自身的营造与重固镇进行衔接,来营造自身的特色与差异定位,实现多元目标和价值;最后将营造过程中形成的文化认同,形成日后乡村建设的制度和规范。社区营造理念强调自下而上的建设模式,将乡村的拥有者、建设者与使用者融在一起,直接面对乡村需要解决的现实问题,强调建设的持续性与内容的多样性,是对传统乡村规划的补充和完善,有助于提高乡村规划的实施性,促进地方特色的保护。

Compared with the traditional way of rural planning, community building concept is more in line with the basic characteristics of rural areas, as a complement to traditional planning. This paper selects Shanghai City suburb Guzhen chapter weir village as the research object, through combing the development opportunities in Guzhen chapter Yan Cun development background and the status quo has difficulties, points out the limitations of traditional planning in Chapter Yan Cun in the development process. On the basis of understanding the needs and wishes of the villagers, Analysis Chapter Yan Cun in the application in the concept of community building with the community collective consciousness is not strong, the lack of its own dominant position on the perception of public participation, rural affairs degree is low and the villagers characteristics of resources and value and lack of effective utilization the protection problem. Combined with the community to create content from the chapter Yan Cun problems starting to carry out the construction, put forward the path to realize the chapter Yan Cun development. From the villagers and personal related land As a start, the establishment of villager's subject consciousness, change the concept of the city as the township, village community cohesion collective consciousness. Then through improving the vital interests of the villagers to cultivate the villagers to participate in public affairs, to cultivate the enthusiasm of villagers to participate in community construction. Based on the development of Guzhen, convergence through its own construction and heavy Guzhen to build the location characteristics and differences of their own, to achieve multiple goals and create value; finally formed in the process of cultural identity, form the system and norms of rural construction, community building. After the concept emphasizes the bottom-up construction mode, the village owner, builders and users together, facing the realistic problem of rural needs to solve the direct, continuity and diversity emphasized construction, is the supplement and perfection of traditional rural planning, help to improve the implementation of rural planning, promoting The protection of local characteristics.
