公共建筑全过程能耗总量控制管理方法研究

【摘要】：坚决控制能源消费总量,抑制不合理能源消费,推动能源消费革命,是我国能源安全战略的重要组成部分,这也要求新建公共建筑必须做好全过程能耗管理,使其能耗始终处于控制目标之内。但目前公共建筑管理缺失,导致其运行能耗和全生命周期费用往往高于合理水平,造成巨大的浪费。为了弥补公共建筑的管理缺失,实现新建公共建筑的能耗控制,本文研究提出一种公共建筑全过程能耗总量控制管理方法,包括一套质量管理指标体系作为目标,和一套全过程管理方法作为手段。本文基于大量实际数据和工程实践,分析了我国公共建筑机电能源系统的现状,指出其能耗高、费用高的原因是在全生命周期各阶段缺少明确、可考验的管理目标和可操作的管理手段。暖通空调系统(Heat,Ventilation and Air Conditioning,HVAC)能耗是机电能源系统能耗的主要部分,本文分析了公共建筑HVAC系统的价值模型,指出提高公共建筑HVAC系统的质量管理水平,是实现能耗和室内环境二者和谐统一的唯一途径;而在质量管理中,要以能耗为约束条件。因此本文总结提炼出一套HVAC系统的质量管理指标体系,作为能耗总量控制的量化管理目标,并给出各指标的计算方法。总结工程实践经验,本文提出了公共建筑能耗总量控制的全过程管理流程,以及在各阶段为实现质量管理指标体系的目标值而必须落实的关键控制点,并且结合四个实际工程案例探讨其工程可应用性。最后本文讨论了公共建筑全过程能耗总量控制管理方法在城市、区域、行业、集团管理等更广范围的应用。建设新建公共建筑应运用本文提出的公共建筑全过程能耗总量控制管理方法,坚决落实能耗控制和管理,实现我国公共建筑能耗的总量控制。
[Abstract]:Firmly controlling the total amount of energy consumption, curbing unreasonable energy consumption, and promoting the revolution of energy consumption are important components of our country's energy security strategy. This also requires the construction of new public buildings to do a good job in managing energy consumption throughout the process. The energy consumption is always within the control target. However, at present, the lack of management of public buildings leads to its running energy consumption and life cycle cost often higher than the reasonable level, resulting in a huge waste. In order to make up for the lack of management of public buildings and realize the energy consumption control of newly built public buildings, this paper presents a method of total energy consumption control in the whole process of public buildings, including a set of quality management index system as the goal. And a whole process management method as a means. Based on a large number of practical data and engineering practice, this paper analyzes the present situation of the electromechanical energy system of public buildings in China, and points out that the reasons for its high energy consumption and high cost are the lack of clarity in all stages of the life cycle. Testable management objectives and operational management tools. The energy consumption of HVAC is the main part of the energy consumption of electromechanical energy system. This paper analyzes the value model of HVAC system in public buildings, and points out that the quality management level of HVAC system in public buildings should be improved. It is the only way to realize the harmony and unity of energy consumption and indoor environment, but in the quality management, energy consumption should be taken as the constraint condition. Therefore, this paper summarizes and abstracts a set of quality management index system of HVAC system, which is regarded as the quantitative management target of total energy consumption control, and gives the calculation method of each index. Summarizing the engineering practice experience, this paper puts forward the whole process management flow of total energy consumption control of public buildings, and the key control points that must be implemented in each stage to realize the target value of quality management index system. And combined with four practical engineering cases to explore its engineering applicability. Finally, this paper discusses the application of the total energy consumption control method in the whole process of public building in the city, region, industry, group management and so on. In order to realize the total energy consumption control of public buildings in our country, the method of total energy consumption control and management in the whole process of public buildings should be used in the construction of new public buildings.
