【摘要】:山东省是我国农业生产大省,也是食品出口大省,当前冷链物流发展已出具规模,冷链物流食品安全体系也刚刚开始建立。近年来,山东省内如“甲醛白菜”、“翻新土豆”、“蓝矾韭菜”、“敌敌畏生姜”等因冷链不力产生的食品安全问题,严重危害消费者的身体健康,不仅考验着政府的执政能力、也考验着协会、企业的社会责任,推进了全社会对冷链物流食品安全问题的认知与了解。 2013年12月,中央农村工作会议提出:“用最严谨的标准、最严格的监管、最严厉的处罚、最严肃的问责,确保广大人民群众‘舌尖上的安全’。”2014年1月,山东省委书记姜异康在讲话中指出提出要大力健全食品安全监管体系,努力创建“全国农产品和食品消费最安全、最放心地区“。这对食品安全问题提出了更高的要求与期待。 本文主要采用文献法和比较法。搜集和分析研究国内外冷链物流食品安全有关文献资料与实例,通过对文献的检索、收集、鉴别以及研究与运用,提出对山东省冷链物流食品安全问题的客观评论,并分析其形成的客观原因;同时,对原有材料组合,找出问题间的联系与规律、形成新的观点。本文的重点是针对山东省内当前冷链物流食品安全现状,通过国内外冷链建设经验的分析与比较,对山东省冷链物流食品安全体系建设的问题及对策进行讨论。 本文主体共分为五个部分:第一部分,绪论,介绍选题的目的与意义,以及研究思路和创新点;第二部分,对冷链物流食品安全进行概念解析,分析特点,以及山东省发展冷链物流食品安全的重要性;第三部分,具体阐述山东省内冷链物流食品安全的现状与趋势;第四部分,从山东省冷链食品发展规划、监管体系、行业协会作用、企业责任与标准等方面存在问题的原因进行深入的剖析;第五部分,是对解决食品安全问题,完善现有体系的对策与建议。 冷链物流食品行业,是跨多领域多专业的新兴产业。本文的特点在于研究的出发点不在于食品安全的单个环节,是从整个供应链的角度上研究冷链食品安全问题的原因与建议。由于食品“冷链”的不可间断性,解决安全问题需要从多方面协同建设,促进冷链物流食品行业的发展,同时在国内外经验的基础上提出进一步优化省内冷链食品布局与规划,健全监管体系,提高冷链食品相关行业、企业自身的责任感、形成统一标准,最终建立一个科学的、分工明确、反应迅速的冷链物流食品安全体系。
[Abstract]:Shandong Province is a big province of agricultural production and food export in China. At present, the scale of cold chain logistics development has been issued, and the food safety system of cold chain logistics has just begun to be established. In recent years, Shandong Province, such as "formaldehyde cabbage". Food safety problems such as "renovated potatoes", "blue alum leeks", "dichlorvos" and "dichlorvos ginger" have caused serious harm to the health of consumers and not only to the government's governing ability, but also to the association. The corporate social responsibility has promoted the whole society's cognition and understanding of cold chain logistics food safety. In December 2013, the Central Rural work Conference proposed: "with the most stringent standards, the strictest supervision, the most severe punishment, the most serious accountability." "on January 2014, Jiang Yikang, secretary of the Shandong Provincial Party Committee, pointed out that we should vigorously improve the food safety supervision system." Strive to create "the safest and most secure area for the consumption of agricultural products and food in the country", which puts forward higher requirements and expectations for food safety issues. This article mainly adopts the literature method and the comparative method, collects and analyzes the domestic and foreign cold chain logistics food safety related literature materials and examples, through the literature retrieval, collection, identification and research and application. This paper puts forward an objective comment on the food safety problem of cold chain logistics in Shandong Province and analyzes the objective reasons for its formation. At the same time, for the original material combination, to find out the relationship between the problems and rules, form a new point of view. The focus of this paper is the current situation of cold-chain logistics food safety in Shandong Province. Through the analysis and comparison of cold chain construction experience at home and abroad, the problems and countermeasures of food safety system construction of cold chain logistics in Shandong Province are discussed. The main body of this paper is divided into five parts: the first part, the introduction, introduces the purpose and significance of the topic, as well as the research ideas and innovative points; The second part analyzes the concept and characteristics of cold chain logistics food safety and the importance of developing cold chain logistics food safety in Shandong Province. The third part expounds the current situation and trend of food safety of cold chain logistics in Shandong province. Part 4th, from Shandong Province cold-chain food development planning, regulatory system, the role of industry associations, corporate responsibility and standards, and other aspects of the causes of problems in-depth analysis; The 5th part is to solve the food safety problem, consummates the present system countermeasure and the suggestion. Cold chain logistics food industry is a new industry which is multi-domain and multi-professional. The characteristic of this paper is that the starting point of the research is not the single link of food safety. From the point of view of the whole supply chain, it is necessary to study the reasons and suggestions of the cold chain food safety problem. Because of the irreducible nature of the food "cold chain", the solution of the safety problem needs to be built from many aspects. Promote the development of cold chain logistics food industry, at the same time, on the basis of experience at home and abroad, put forward to further optimize the distribution and planning of cold chain food in the province, improve the supervision system, improve the cold chain food related industries. The sense of responsibility of the enterprise itself, the formation of a unified standard, and finally establish a scientific, clear division of labor, rapid response to the cold chain logistics food safety system.
