【摘要】：为了解决当前经济、社会和资源环境之间的突出矛盾，必须大力发展循环经济，提高资源利用效率。对我国各省份及地区循环经济的发展进行综合评价，有利于我国各地区探索循环经济类型，研究区域循环经济效果，加快建立资源节约型社会。因此，对我国区域循环经济的综合评价具有重要的实际意义。首先，，界定了循环经济以及区域循环经济的内涵，并对循环经济的原则进行了详细的阐述。通过阅读相关文献，总结循环经济的发展规律、参考前人构建循环经济评价指标体系的方法以及评价方法的基础上，提出了本文的研究内容及研究思路。其次，构建了循环经济综合评价的指标体系。从经济、环境和社会三个方面出发构建循环经济评价的指标体系，以经济系统、环境系统和社会系统作为循环经济评价的三大系统，分别构建其准则层及其指标层指标。通过建立目标层、准则层以及子准则层这种层次结构的指标体系，对我国各省份及地区的循环经济进行系统的、科学的评价。这种指标体系的构建遵循“3R”原则以及指标体系的科学性与可行性、系统性与层次性、可测性与可比性、稳定性与动态性、全面性与代表性等构建循环经济指标体系的原则。再次，对我国各地区循环经济发展状况进行了实证分析。首先采用变异系数法及熵权法得到循环经济中的经济、环境及社会系统中的子系统的综合评分，其次通过采用纵横向拉开档次法对各系统的子系统进行加权得到经济、环境及社会系统的综合评分，然后采用极差法对经济、环境及社会三大系统进行加权得到各地区循环经济的综合得分。为了更进一步的分析各地区经济、环境和社会三大系统的关系，采用雷达图的方式分析了各地区经济、环境和社会的发展状况，结果表明经济、社会和环境三个方面的发展具有明显的正的相关性。当一个地区的经济比较发展时，其环境和社会的综合排名也较靠前。最后，本文从实施差异化宏观策略、整体与局部兼顾、优化产业结构、鼓励技术创新、加强宣传教育以及强化制度建设等六个方面对我国循环经济的发展提出了政策建议。
[Abstract]:In order to solve the outstanding contradiction between the current economic , social and resource environment , it is necessary to vigorously develop the circular economy and improve the utilization efficiency of resources . The comprehensive evaluation of the development of circular economy in all provinces and regions of our country is beneficial to the exploration of the circular economy type in all regions of our country , to study the economic effect of regional circular economy and to accelerate the establishment of resource - saving society . Therefore , it has important practical significance to the comprehensive evaluation of regional circular economy in China . Firstly , the connotation of circular economy and regional circular economy is defined , and the principle of circular economy is expounded in detail . Through reading relevant literatures , the paper summarizes the development law of circular economy , and puts forward the research contents and research thinking of this paper by referring to the method of constructing circular economy evaluation index system and the evaluation method . Secondly , the index system of circular economy evaluation is constructed from three aspects of economy , environment and society . The index system of circular economy evaluation is set up from three aspects of economy , environment and society . In order to further analyze the relationship between economic , environmental and social systems , the paper analyses the development of economic , environmental and social systems in all regions by using the method of variation coefficient and entropy weight method . The results show that the economic , environmental and social development of each region has obvious positive correlation in order to further analyze the relationship between economic , environment and society . Finally , this paper puts forward policy suggestions on the development of China ' s circular economy from six aspects : implementing differentiation macro - strategy , overall and local balance , optimizing industrial structure , encouraging technological innovation , strengthening publicity and education and strengthening system construction .
