【摘要】：正十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》(以下简称《决定》)指出"加强知识产权运用和保护",而对外贸易是知识产权保护和运用的主要领域之一。《决定》还指出,"加快培育参与和引领国际经济合作竞争新优势",其中培育参与知识产权国际竞争与合作新优势是重要内容之一。在全球价值链分工背景下,知识产权已经成为决定国际分工地位
