【摘要】:摘要:中国企业经过三十多年地飞速发展,已进入到集团化运营的阶段,企业需要重点考虑的核心问题是在发展壮大中如何进一步发挥协调效应和提升管控水平。从城投类企业来说,以前是融资平台,开始是借用分开,后来是借用一体,再拓展到开发功能,建设之后还形成了一部分经营功能,随着资产规模的膨胀,经营平台的扩展,组织愈趋复杂,逐步形成了集团化的架构,也加大了城投类企业经营管理发展的综合性和复杂性。 在治理整顿地方政府投融资平台的大背景下,城投类企业面对总体调控形势和自身实际问题,要实现从政府主导向市场化转型并可持续发展,必须结合现阶段发展战略,明确管辖权属,不断梳理调整组织架构,形成清晰专业的管理结构,并完善自己的制度和机制。 如何结合FR城投母子公司管控现状,较好地对FR城投母子公司管控模式进行优化设计,定位母子公司职能,进行组织结构优化设计,实现母子公司良好管控流程和模式,是本文的研究重点。 在本文中,首先通过实地调研的数据信息对现有管控情况进行综合研判,找到存在的主要不足,然后着重从母子公司管控模式选择影响因素进行分析,对母子公司管控模式进行了优化设计,继而详细规划设计了母子公司功能定位及职能。 本文以FR项目管理子公司作为突破口,根据公司的中期经营计划,按照项目管理子公司分类经营的基本原则,对FR城投母子公司的组织结构进行了优化设计。母公司的优化设计包括总经理办公室、总工程师办公室、财务部、工程管理部、人力资源部、审计监察部、经营发展部等各部门的职能设置与人员配备,子公司的优化设计包括财务部、工程部、行政人事部等各部门的职能设置与人员配备。 本文最后对FR城投母子公司财务权限分配、人事权限分配、对子公司的绩效考核等进行了设计,基本达到母子公司现阶段管控预期目标。
[Abstract]:Abstract: Chinese enterprises after thirty years of rapid development, has entered into the operation of the group stage, enterprises need to focus on is the core problem in the development of how to further improve the coordination effect and enhance the level of management and control. From the city investment company, is a former financing platform, to borrow from later is to borrow one, and then extended to the development of function, construction after forming a part of the business functions, along with the expansion of the scale of assets, expand business platform, organizations become more complex, and gradually formed a group of architecture, but also increased the synthesis and complexity of city investment enterprise management development.
In the background of the rectification of local government financing platform, the city voted enterprises face the overall situation and the regulation of their own problems, to achieve from the government to the market and sustainable development, must be combined with the stage of development strategy, clear jurisdictionownership, constantly combing the organizational structure adjustment, forming a clear professional management structure, and improve the system and mechanism of their own.
How to optimize the design of FR City parent subsidiary company's management and control mode combined with the status quo of FR City parent subsidiary company's control and management, locate the parent subsidiary's functions, optimize the organizational structure design, and achieve the good management and control process and mode of parent subsidiary company, is the focus of this paper.
In this paper, firstly, through the investigation of the data information to carry out a comprehensive study on the existing management situation, find the main problems, and then focuses on the influence from the parent subsidiary control mode selection factors were analyzed, the parent subsidiary control mode is optimized, then the detailed planning and design of the parent company positioning function and function.
In this paper, the FR project management company as a breakthrough, according to the company's medium-term management plan, in accordance with the basic principles of project management, classification management, and organizational structure of the city voted FR the parent company of the optimized design. The optimization design of the parent company including the office of the general manager, chief engineer office, financial department, project management department, human resources department, audit supervision, function setting and personnel management and development department with the optimization design of subsidiaries, including financial department, engineering department, function setting and personnel administrative personnel department and other departments of the equipment.
Finally, this paper designs the financial rights allocation, personnel rights allocation and performance evaluation of FR City parent subsidiary company, and basically achieves the expected goal of parent subsidiary company at this stage.
