河北省大学毕业生中低收入群体保障性住房建设研究

【摘要】：目前我国大学毕业生人数日趋增多,仅2013年全国大学毕业生人数就达到了699万,2014年更是达到了727万。大学毕业生群体已经成为刚刚步入社会工作的主流群体,他们具有一定的专业知识,接受过良好的专业教育,工作的流动性更快,薪酬的期望值更高,工作地域性更强。更多的大学毕业生从自身因素、岗位选择、未来发展等方面更倾向于留在城市中生活和工作。但由于他们刚刚步入社会,事业正处于初期发展阶段,工作收入低微,无法单凭自身的能力满足住房需求。虽然国家近年来实施了一系列的住房保障措施,从廉租房、经济适用房到住房补贴等等,但由于户籍制度、社会保障制度等因素的影响,这部分社会福利政策对于刚刚毕业的大学生来说很难分享,因此,大学毕业生中低收入群体住房问题成为一个社会夹层问题。本文以大学毕业生中低收入群体为研究对象,以有效需求理论、社会公正理论、需要层次理论和社会保障理论做为理论基础,对大学毕业生中低收入群体的住房现况进行实地调研,分析了大学毕业生中低收入群体居住现状及存在的问题与原因,建立了有效需求测算模型,针对群体中由于年龄、收入、婚姻需求的阶段不同,造成了他们对住房的类型需求也成多层次、阶段性的变化。进一步确定该群体的房屋需求类型,提出建立多层次保障性住房制度。根据该群体工作调动频繁、流动性大的特点,建议政府主导建设“保障性住房置换平台”,并就对如何实现保障性住房的跨市区互换流程进行探索性研究,对不同省份、不同区域的保障性住房的房屋置换提出合理化建议。在这些基础上借鉴国内外的实践经验,提出建立大学毕业生中低收入群体住房保障制度相关的建议与对策。通过此次研究,为河北省相关部门在建立和健全大学毕业生中低收入群体住房保障体系方面提供一定的理论参考和合理化建议。以期为更好地解决大学毕业生中低收入群体住房问题做出贡献。
[Abstract]:At present, the number of university graduates in China is increasing day by day. In 2013 alone, the number of university graduates in China reached 6.99 million. In 2014, it reached 7.27 million. The group of university graduates has just entered the mainstream of social work, they have a certain professional knowledge, received a good professional education. Job mobility is faster, salary expectations are higher, and jobs are more regional. More college graduates choose their jobs based on their own factors. In the future, they tend to stay in the city to live and work, but because they have just entered the society, the career is in the initial stage of development, and the work income is low. Although the country has implemented a series of housing security measures in recent years, from low-rent housing, comfortable housing to housing subsidies, but due to the household registration system. Social security system and other factors, this part of the social welfare policy for newly graduated college students is very difficult to share, therefore. The housing problem of the low-income group of college graduates has become a social sandwich problem. This paper takes the low-income group of university graduates as the research object, with the theory of effective demand and the theory of social justice. Need hierarchical theory and social security theory as the theoretical basis of the low-income group of college graduates housing status of field research. This paper analyzes the living situation of the low-income group of college graduates and the existing problems and reasons, and establishes the effective demand calculation model, aiming at the different stages of the group due to age, income and marriage demand. Further determine the type of housing demand of this group, put forward the establishment of a multi-level housing system. According to the work of this group to mobilize frequently. With the characteristics of high mobility, it is suggested that the government should lead the construction of "indemnificatory housing replacement platform", and carry out exploratory research on how to realize the intercity exchange process of affordable housing, and make an exploratory study on different provinces. Different regions of the housing replacement of affordable housing put forward reasonable suggestions. On the basis of these, draw lessons from domestic and foreign practical experience. This paper puts forward some suggestions and countermeasures to establish the housing security system for the low-income group of college graduates.
