基于过滤模型的杭州市保障性住房供给研究

【摘要】:从上世纪末开展城镇住房制度改革以来,杭州市的住房建设取得了巨大的成绩,城镇居民的住房水平也有了很大的提高。然而,房地产市场的迅猛发展也导致了杭州市住房价格的快速上涨,使得中低收入居民家庭的住房问题难以通过市场机制解决。经过多年的发展,杭州市开展的城镇住房保障工作已经为大量的中低收入住房困难家庭提供了住房保障,然而保障性住房供求存在着结构失衡,住房保障政策体系不完善等问题。因此,针对杭州保障性住房的供求现状进行研究,探索适合杭州社会经济发展现状的保障性住房供给政策是非常有必要的。 本论文首先对杭州市保障性住房的供求现状进行分析,指出保障性住房供求过程中存在的问题。然后,本论文在Ohls住房过滤理论模型基础上进行拓展,增加了住房面积属性,并对住房维护模型以及住房交易模式进行了完善,从而构建了适合杭州市住房市场的住房过滤模型,并对该模型在杭州市住房市场的适用性进行分析。 本论文采用杭州市住房市场数据、家庭收入情况等相关数据,通过Matlab建模对杭州市住房市场的供求情况进行了模拟,得到了一些重要结论。在此基础上,本文对三种保障性住房政策进行了模拟,并对杭州市保障性住房市场的供给政策提供了合理的建议,主要包括减少经济适用住房供给、拓展公共租赁住房筹集来源和提高货币补贴比例等。
[Abstract]:Since the reform of urban housing system was carried out at the end of last century, Hangzhou has made great achievements in housing construction, and the housing level of urban residents has also been greatly improved. The rapid development of the real estate market has also led to the rapid rise in housing prices in Hangzhou, making the housing problems of low- and middle-income households difficult to solve through the market mechanism. After years of development. The urban housing security work carried out in Hangzhou has provided housing security for a large number of low-income housing families, but there is a structural imbalance between the supply and demand of affordable housing. Therefore, it is necessary to study the supply and demand of affordable housing in Hangzhou, and to explore the policy of providing affordable housing suitable for Hangzhou's social and economic development. This paper first analyzes the supply and demand of affordable housing in Hangzhou and points out the problems in the process of supply and demand of affordable housing. Then this paper expands on the theoretical model of Ohls housing filtering. Added the housing area attribute, and improved the housing maintenance model and housing transaction model, thus building a housing filter model suitable for Hangzhou housing market. The applicability of the model in Hangzhou housing market is analyzed. This paper uses the Hangzhou housing market data, household income and other relevant data, through the Matlab model to simulate the supply and demand of housing market in Hangzhou. Some important conclusions are obtained. On this basis, this paper simulates three kinds of affordable housing policies, and provides reasonable suggestions for the supply policy of the affordable housing market in Hangzhou. It mainly includes reducing the supply of affordable housing, expanding the sources of public rental housing and increasing the proportion of monetary subsidies.
