价值工程在建设项目限额设计中的应用

【摘要】:根据统计2013年前三季度我国固定资产投资占国内生产总值达到80%,建设项目投资控制工作是社会各界关注的重点。纵观建设项目实施的全过程,项目设计阶段影响投资的可能性达到70%至80%,加强设计阶段的投资管理非常重要。限额设计是设计阶段投资控制的重要方法,经过近十年的推广应用取得了良好的效果,但限额设计在使用过程中也发现了很多问题,将价值工程原理应用于限额设计,通过合理确定项目必要功能确定投资限额并进行投资限额合理分配,是对限额设计管理的合理优化和提升,对建设项目设计阶段投资控制具有重要的意义。 论文首先对限额设计的特点及应用过程中存在的问题进行分析,提出了基于价值工程原理的限额设计方法和思路,并分析了价值工程在限额设计中应用的可行性。按照方案设计、初步设计、施工图设计阶段划分,分别论述利用价值工程在限额设计中的应用。在方案设计阶段,重点论述在投资限额的条件下,根据价值工程原理选择最优方案,确定建设项目投资限额,达到项目价值最大化的目的。在进行方案优化和选择过程中,利用层次分析法、专家打分法,通过定性与定量分析相结合。在初步设计阶段,重点论述将项目投资限额总值进行合理分配,在一定投资限额控制下,实现项目的最优功能。并通过价值工程分析项目各组成部分成本降低额,并对成本降低顺序进行排序,调整项目各组成部分的投资限额分配,使项目在一定投资限额约束下,达到价值最大化。最后,通过实际案例对研究成果进行了验证。 本文通过研究价值工程在限额设计中的运用,为限额设计提供一种全新的优化方法,具有一定的创新性。论文对利用价值工程改进限额设计分阶段进行详细论述,既结合理论研究同时又对限额设计提出改进流程,为科学合理的开展限额设计提出了有效的技术手段。
[Abstract]:According to statistics, in the first three quarters of 2013, fixed asset investment in China reached 80% of GDP, and investment control of construction projects is the focus of attention of all sectors of society. Throughout the whole process of implementation of construction projects, It is very important to strengthen the investment management in the design stage. The quota design is an important method of investment control in the design stage, and it has achieved good results after nearly ten years of popularization and application. However, a lot of problems have been found in the use of quota design. The principle of value engineering is applied to quota design, and the investment limit is determined and allocated rationally by determining the necessary functions of the project. It is the rational optimization and promotion of quota design management, and it is of great significance to investment control in construction project design stage. Firstly, the paper analyzes the characteristics of quota design and the problems in its application, and puts forward the method and train of thought of quota design based on the principle of value engineering. The feasibility of the application of value engineering in quota design is analyzed. The application of value engineering in quota design is discussed according to the stages of scheme design, preliminary design and construction drawing design. This paper mainly discusses how to select the optimal scheme according to the principle of value engineering under the condition of investment limit, determine the investment limit of construction project, and achieve the purpose of maximizing the project value. In the process of scheme optimization and selection, the analytic hierarchy process (AHP) is used. The expert scoring method combines qualitative and quantitative analysis. In the preliminary design stage, the emphasis is put on the rational distribution of the total value of the investment limit of the project, under the control of a certain investment limit. The optimal function of the project is realized. The cost reduction of each component of the project is analyzed by value engineering, and the order of cost reduction is sorted, and the investment quota allocation of each component of the project is adjusted, so that the project is subject to a certain investment limit. To maximize the value. Finally, through practical cases to verify the results of the study. By studying the application of value engineering in quota design, this paper provides a new optimization method for quota design. Combining with theoretical research, the paper also puts forward an improved flow of quota design, which provides an effective technical means for carrying out quota design scientifically and reasonably.
