A集团公司输变电工程EPC模式适合性研究

【摘要】:EPC模式是通过一个总承包商对整个工程项目设计(Engineering)、设备和材料采购(Procurement)、工程施工(Construction)、工程试运行直至交付使用的全过程、全方位的“交钥匙”承包。能够发挥总承包商的综合能力和专业化配套能力,将设计、采购、施工等工作有机组织在一起,有序衔接,合理交叉,从而能够更有效地控制建设项目的投资、工期、技术和质量目标,降低业主的投资和建设风险,更好地协调各方关系,化解矛盾,提高工程建设管理水平,实现业主所期望的项目建设目标。EPC模式顺应了业主的需求和市场发展的趋势,在国际上已成为一种较为普遍、较为成熟的项目承包方式,在国内输变电工程建设中研究EPC承发包模式的应用和实施问题意义重大。 本文以A集团公司在输变电工程采用EPC总承包管理模式的适合性为研究对象,通过对国外EPC总承包管理模式的研究成果、国内EPC总承包管理的现状以及EPC模式与传统承包模式的对比进行总结分析,阐述研究EPC总承包模式管理的背景和意义。在对国内外EPC工程总承包模式成长历程进行回顾的基础上对未来发展趋势进行展望,同时对A集团公司在输变电工程领域开展EPC总承包模式进行分析,通过对其自身拥有的各类资质、资源进行收集、归纳、总结,尤其对其下属专门从事工程管理的子公司进行SWOT分析,认清A集团公司从事输变电工程EPC总承包的内部因素及外部环境,最后借鉴国际著名企业开展EPC业务的管理模式的经验,分析我国相关法律相关的制约条件,依托A集团公司现行的工程管理体系,得出A集团公司在输变电工程领域开展EPC管理模式的可行性。 在输变电工程领域采用EPC管理模式,一方面可以将设计、采购、施工等环节有效结合,有利于控制投资、缩短工期,更好发挥设计的主导作用并实现设计方案的优化,提高项目运作效率和效益,改善传统管理模式的不足;另一方面,可以充分利用EPC总承包商的协调管理优势,减轻A集团公司对建设项目管理与协调的工作量,降低A集团公司的建设管理风险,给A集团公司的管理带来诸多便利,也有利于总承包商积累经验提升管理水平。因此,EPC管理模式在输变电工程领域具有广阔的应用前景。
[Abstract]:The EPC model is the whole process of engineering through a general contractor for the entire project design, procurement of equipment and materials, construction of the project, commissioning and delivery of the project, Comprehensive "turnkey" contracting. Can give full play to the general contractor's comprehensive ability and specialized supporting ability, organically organize the design, procurement, construction and other work together, orderly link up, reasonably cross, Thus it can more effectively control the investment, construction period, technology and quality objectives of the construction project, reduce the investment and construction risk of the owner, better coordinate the relationship between the parties, resolve the contradiction, and improve the management level of the project construction. The EPC model conforms to the demand of the owner and the trend of market development. It has become a more common and mature project contracting way in the world. It is of great significance to study the application and implementation of EPC contracting mode in the construction of power transmission and transformation projects in China. This paper takes the suitability of EPC general contract management mode adopted by A group company in power transmission and transformation project as the research object, through the research result of foreign EPC general contract management mode. The present situation of domestic EPC general contract management and the comparison between EPC mode and traditional contracting mode are summarized and analyzed. This paper expounds the background and significance of the research on EPC general contracting mode management, and looks forward to the future development trend on the basis of reviewing the growth course of EPC general contracting mode at home and abroad. At the same time, the paper analyzes the general contracting mode of EPC in the field of transmission and transformation engineering, collects, induces and summarizes the various kinds of qualifications and resources owned by Group A. In particular, the SWOT analysis is carried out for its subsidiary company specialized in engineering management, and the internal factors and external environment of A Group Company engaged in the general contracting of transmission and transformation projects are clearly recognized. Finally, the experience of the management mode of developing EPC business in famous international enterprises is used for reference. Based on the analysis of the restriction conditions related to the relevant laws in our country and relying on the current project management system of A Group Company, the feasibility of carrying out EPC management mode in the field of power transmission and transformation engineering in Group A Company is obtained. On the one hand, adopting EPC management mode in the field of power transmission and transformation engineering, on the one hand, can combine design, procurement, construction and other links effectively, which is helpful to control investment, shorten construction period, better play the leading role of design and realize the optimization of design scheme. On the other hand, we can make full use of the coordination and management advantage of EPC general contractor, and reduce the workload of group A company on construction project management and coordination. Reducing the risk of construction management in Group A will bring a lot of convenience to the management of Group A, and will also benefit the general contractor to accumulate experience to improve the management level. Therefore, EPC management mode has a broad application prospect in the field of transmission and transformation engineering.
