河北省报废汽车回收体系优化研究

【摘要】:随着经济水平的不断提高,我国的汽车行业也在迅速发展,汽车生产量和保有量急剧增长,报废汽车量也随之增长。据研究预测,2020年我国汽车报废量将达到700多万辆,但是目前我国报废汽车回收率较低,回收体系存在着较多的问题。未来十年内,报废汽车回收处理问题将成为制约我国经济发展的主要因素之一。与此同时,社会各界对环境污染问题日益关注,促使企业采取节约资源、对报废产品进行回收利用的环保行为。我国的汽车行业的发展现状和社会的驱动对报废汽车回收提出了发展要求,,提高报废汽车回收利用率,完善报废汽车回收体系解决上述问题的有效途径。 基于以上背景,本文以逆向物流和生产者责任延伸制为基本理论基础,重点研究了河北省地区的报废汽车回收体系。首先对逆向物流和生产者责任延伸以及相关概念进行了深入研究,为报废汽车回收体系优化奠定了理论基础;对河北省目前的回收体系现状进行了深入研究,并提出了法律法规不完善、报废汽车回收率和回收利用率较低、回收网络不完善、信息管理系统不健全等问题,通过对这些问题的研究得出回收率是回收体系优化索要解决的关键问题,并通过调查问卷和SPSS软件分析报废汽车回收率的影响因素;以提高回收率为目的从政策、经济、回收网络、其他方面定性的提出了河北省报废汽车回收体系优化的方法,并对优化后的主体职责作了阐述;定量研究,设计了报废汽车回收网络节点及功能,同时考虑报废汽车回收率和回收成本,对报河北省废汽车的回收网络进行优化,建立一个多目标规划模型,运用主要目标法求解,从而确定回收中心数量、规模等级及位置选择等问题,并用该模型对石家庄、保定、邢台、衡水四个地区进行了研究。
[Abstract]:With the continuous improvement of economic level, the automobile industry in our country is also developing rapidly, the production and ownership of cars are increasing rapidly, and the quantity of abandoned vehicles will also increase. According to the research and forecast, in 2020, the number of cars scrapped in China will reach more than 7 million. However, at present, the recovery rate of end-of-life vehicles in China is relatively low, and there are many problems in the recycling system. In the next ten years, the problem of recycling and disposal of end-of-life vehicles will become one of the main factors restricting the economic development of our country. All walks of life pay more and more attention to the problem of environmental pollution, which urges enterprises to adopt the environmental protection behavior of saving resources and recycling end-of-life products. The development of automobile industry in China and the drive of society have put forward the development requirements for the recycling of end-of-life vehicles. The effective way to solve the above problems is to improve the recycling efficiency of end-of-life vehicles and improve the recycling system of end-of-life vehicles. Based on the above background, this paper takes reverse logistics and producer responsibility extension as the basic theoretical basis. Firstly, the reverse logistics, the extension of producer responsibility and related concepts are deeply studied, which lays a theoretical foundation for the optimization of scrap vehicle recovery system. The present situation of the recovery system in Hebei Province is deeply studied, and the problems such as imperfect laws and regulations, low recovery rate and recovery efficiency of end-of-life vehicles, imperfect recycling network, imperfect information management system, etc. Through the study of these problems, it is concluded that the recovery rate is the key problem to be solved by the optimization of the recovery system, and the influencing factors of the recovery rate of end-of-life vehicles are analyzed by questionnaire and SPSS software. The paper qualitatively puts forward the method of optimizing the recycling system of scrap vehicles in Hebei Province, and expounds the responsibility of the main body after the optimization, and designs the node and function of the recycling network of scrap vehicles. At the same time, considering the recovery rate and cost of end-of-life vehicles, the recycling network of scrap vehicles in Hebei Province is optimized, a multi-objective programming model is established, and the main objective method is used to solve the problem, so as to determine the number of recycling centers. The model is used to study Shijiazhuang, Baoding, Xingtai and Hengshui.
