大城市周边地区新型城镇化模式探索

【摘要】：党的十八大报告指出,我国城镇化建设要走中国特色新型城镇化道路,注重提高城镇化质量,城镇化过程中要加大城乡统筹力度,促进城乡共同繁荣。当前,我国大城市“城市病”严重,城乡发展不协调,城镇化质量不高,大城市周边地区是大城市和农村的过渡地带,该地区城镇化建设不仅要解决大城市因规模过大带来的问题,还要统筹城乡发展,缩小城乡差距。因此,要探索出一套适合大城市周边地区的新型城镇化建设模式,提高城镇化质量和城乡一体化水平,让城乡居民共建共享城市现代文明,实现城镇化建设可持续发展。论文以大城市周边地区新型城镇化建设作为研究对象,通过分析当前大城市城镇化建设存在的问题,指出了当前大城市城镇化模式的不可持续性,在吸取国内外典型城镇化模式经验教训的基础上,构建了大城市周边地区城镇化模式。首先,阐述了大城市周边地区城镇化相关的研究、概念和理论；其次,分析了大城市在现行城镇化模式中存在的问题,认为当前城镇化模式是不可持续的,大城市周边城镇化建设模式亟待转变；再次,分析了国内外代表性地区的城镇化发展模式,总结其经验教训,为新型城镇化建设提供借鉴；最后,从大城市周边地区特殊性出发,提出了大城市周边的新型城乡关系,以此为前提,构建出通过“六个一体化”(基础设施一体化、公共服务一体化、城乡规划一体化、产业布局一体化、要素市场一体化、生态环境一体化)建设,实现“三个转变”(农业向休闲农业转变、工业由分散向集中转变、农民向市民转变)的新型城镇化建设模式,并给出使该城镇化模式顺利进行的相关保障措施。
[Abstract]:The report of the 18 National Congress of the CPC pointed out that the construction of urbanization in China should take the new road of urbanization with Chinese characteristics, pay attention to improving the quality of urbanization, increase the overall planning of urban and rural areas in the process of urbanization, and promote the common prosperity of urban and rural areas. The "urban disease" of big cities in China is serious, the development of urban and rural areas is not coordinated, and the quality of urbanization is not high. The surrounding areas of big cities are transition zones between big cities and rural areas. The urbanization construction in this area should not only solve the problems brought about by the excessive scale of large cities. Therefore, it is necessary to explore a new type of urbanization construction model suitable for the surrounding areas of big cities, to improve the quality of urbanization and the level of integration between urban and rural areas, so that urban and rural residents can work together to build and share modern urban civilization. To realize the sustainable development of urbanization construction, this paper takes the new urbanization construction in the surrounding areas of big cities as the research object, points out the unsustainability of the current urbanization mode of big cities by analyzing the problems existing in the urbanization construction of large cities at present. Based on the experience and lessons of typical urbanization models at home and abroad, this paper constructs the urbanization model in the surrounding areas of big cities. Firstly, it expounds the research, concepts and theories related to urbanization in the surrounding areas of big cities. This paper analyzes the problems existing in the current urbanization model of big cities, and thinks that the current urbanization mode is unsustainable, and the urbanization construction mode around big cities needs to be changed urgently. Thirdly, the urbanization development model of representative areas at home and abroad is analyzed. Summing up its experience and lessons to provide reference for the construction of new urbanization. Finally, starting from the particularity of the surrounding areas of big cities, the paper puts forward a new type of urban-rural relations around big cities, taking this as the premise, Through "six integration" (infrastructure integration, public service integration, urban and rural planning integration, industrial layout integration, factor market integration, ecological environment integration) construction, The new urbanization construction mode of "three transformations" (agriculture to leisure agriculture, industry from decentralization to concentration and peasants to citizens) is realized, and the relevant safeguard measures are given to make the urbanization mode carry on smoothly.
