以“住有所居”为目的的基本住房保障制度研究

【摘要】:随着我国住房市场化程度的加深,房地产业逐渐成了国民经济的支柱产业,房地产业在促进GDP的同时也使我国的住房问题日益突出。高企的房价不惧政府严厉的宏观调控继续挑战着百姓们的脆弱神经,政府为缓解住房矛盾,维护社会稳定与和谐加大了对保障房的建设力度。党的十八大、中央经济工作会议,2014“两会”等都高度重视“住有所居”中国梦的实现,政府想要解决住房问题的决心可见一斑。 然而,,从我国的住房国情来看,住房这种产品脱离了其基本的居住属性而逐渐沦为一种投资、投机的工具。在我国住房市场上,存在着低档商品房供给不足,保障房规模偏小等问题,加大保障房建设,完善住房供应体系刻不容缓。 本文对新加坡、德国等国外的公共住房政策进行了对比分析,客观、全面分析了我国的住房国情,根据均衡理论构建了住房供求总量和供求结构的均衡模型,用计量方法对模型进行了实证分析,得出结论:住房供给和需求存在长期均衡关系,且需求决定供给,我国住房的供求总量基本平衡,但存在供求结构性失衡的问题。有鉴于此,论文提出了构建全国性住房制度的设想,并重点设计了基本住房保障制度,希望能为“住有所居”的实现提供一定的借鉴。
[Abstract]:With the deepening of housing marketization in China, the real estate industry has gradually become the pillar industry of the national economy. While the real estate industry promotes GDP, it also makes the housing problem of our country more and more prominent. The high housing prices are not afraid of the government's strict macro-control and continue to challenge the fragile nerves of the people. The government is trying to alleviate the housing contradiction. Maintaining social stability and harmony has strengthened the construction of indemnificatory apartment. The 18th CPC National Congress and the 2014 "two sessions" of the CPC Central Economic work Conference all attach great importance to the realization of "living with one's residence". The government's determination to solve the housing problem can be seen as a sign. However, from the point of view of our country's housing situation, the product of housing has gradually degenerated into a tool of investment and speculation away from its basic residential properties. In the housing market of our country, there is a shortage of supply of low-grade commercial housing. Indemnificatory apartment small scale and other issues, increase the construction of indemnificatory apartment, improve the housing supply system is urgent. This paper makes a comparative analysis of the public housing policies of Singapore, Germany and other foreign countries, objectively and comprehensively analyzes the housing situation of our country, and constructs the equilibrium model of the total supply and demand of housing and the structure of supply and demand according to the equilibrium theory. Based on the empirical analysis of the model with econometric method, it is concluded that there is a long-term equilibrium relationship between housing supply and demand, and demand determines supply, and the total amount of housing supply and demand in China is basically balanced. However, there is a structural imbalance between supply and demand. In view of this, the paper puts forward the idea of constructing a national housing system, and focuses on designing the basic housing security system, hoping to provide some reference for the realization of "living with one's living".
