黑龙江省新型城镇化发展水平评价研究

【摘要】：新型城镇化是我国科学发展观指导下的必然选择，是经济社会转型的必然要求，是城乡统筹、解决“三农问题”必经之路。黑龙江省是农业大省，“三农”问题一直是其急需解决的问题，进一步推进新型城镇化进程对黑龙江省来说至关重要。而客观、合理地测算、评价黑龙江省新型城镇化发展水平是制定发展战略的基础与保证。本文基于我国经济发展的要求，明确新型城镇化的内涵及特征。从产业结构、基础设施、资源环境、城乡统筹四个方面对黑龙江省新型城镇化发展水平进行总结归纳，探寻黑龙江省城镇化的发展规律及特点，构建适合黑龙江省的新型城镇化水平评价指标体系，测算黑龙江省12个城市的新型城镇化水平，客观反映其在新型城镇化发展过程中存在的问题，并提出相应改善、提高的对策建议。在指标体系的构建上，为了客观地评价黑龙江省新型城镇化水平，本文在初步构建的评价指标体系的基础上，利用黑龙江省2006-2011年的统计数据，使用SPSS软件对其进行因子分析，剔除相关性差的指标，确定适合黑龙江省新型城镇化的评价指标体系。另外，在评价方法的选择上，利用客观性较强的改进熵值法为指标赋予权重，对2011年黑龙江省12个城市的新型城镇化水平进行测算、评价与比较。通过比较分析，发现黑龙江省存在城镇化发展不均衡，城镇化发展动力不足、基础设施建设不完善、资源环境保护不力等问题，，并针对问题提出优化产业结构、加强特色小城镇建设、完善基础设施建设、保护城镇生态环境等对策建议。为进一步推进黑龙江省新型城镇化发展提供理论指导依据。
[Abstract]:The new urbanization is the inevitable choice under the guidance of the scientific development view of our country, is the inevitable request of the economic and social transformation, and is the only way to solve the "three rural problems" as a whole in urban and rural areas.Heilongjiang Province is a big agricultural province, the problem of "agriculture, countryside and farmers" has always been an urgent problem to be solved, and it is very important to further promote the process of new urbanization in Heilongjiang Province.Objective and reasonable measurement and evaluation of the level of development of new urbanization in Heilongjiang Province is the basis and guarantee of formulating development strategy.Based on the requirements of China's economic development, this paper clarifies the connotation and characteristics of new urbanization.From four aspects of industrial structure, infrastructure, resources and environment, urban and rural planning, the development level of new urbanization in Heilongjiang Province is summarized and summarized to explore the development law and characteristics of urbanization in Heilongjiang Province.The evaluation index system of new-type urbanization level suitable for Heilongjiang Province is constructed, the new urbanization level of 12 cities in Heilongjiang Province is measured, the problems existing in the development of new-type urbanization are objectively reflected, and the corresponding improvement is put forward.Countermeasures and suggestions for improvement.In order to objectively evaluate the level of new urbanization in Heilongjiang Province, this paper makes use of the statistical data of Heilongjiang Province from 2006 to 2011 to carry out factor analysis on the basis of the preliminary evaluation index system, using SPSS software, in order to evaluate the level of new urbanization in Heilongjiang Province objectively.The evaluation index system suitable for new urbanization in Heilongjiang Province is determined by eliminating the index of poor correlation.In addition, in the selection of evaluation methods, the new urbanization level of 12 cities in Heilongjiang Province in 2011 is measured, evaluated and compared by using the improved entropy method which has strong objectivity as the index to give weight.Through comparative analysis, it is found that there are some problems in Heilongjiang Province, such as unbalanced development of urbanization, insufficient motive force of urbanization development, imperfect construction of infrastructure, inadequate protection of resources and environment, etc., and the optimization of industrial structure is put forward in view of the problems.Strengthen the construction of small towns with special features, improve infrastructure construction, and protect the ecological environment of towns and other countermeasures.To further promote the development of new urbanization in Heilongjiang Province to provide theoretical guidance.
