我国农民工工资问题研究

【摘要】:随着我国改革开放的不断深化以及农业现代化、城市化、工业化的不断推进,农民工应运而生并发展壮大,成为中国特色社会主义新时期新阶段的一支新型劳动队伍。他们不仅推进了我国农业现代化的进程,而且对我国经济现代化建设、城市现代化与国际化建设、农村现代化建设做出了突出贡献。由此可见,农民工的生存状态与发展问题成为我国全面建成小康社会的重要组成部分,同时也是实现中国特色社会主义新型农村的重要途径。近几年来,新一代国家领导人对农民工问题给予高度关注,制定了一些保障农民工合法权益、维护农民工切身利益及改善农民工工作环境和生活条件的政策措施,全国各地均对此做了重要部署,并取得了显著成效。但农民工问题仍是当今社会亟待解决的问题,其中尤以工资问题最为突出。解决好此难题,直接关系到我国国民经济又好又快发展与和谐社会建设。我们要站在建成我国富强民主文明和谐的社会主义现代化国家的高度,深刻认识解决好农民工工资问题的重要性、必要性、持久性。 工资理论是对一定时期内劳动者的工资水平及其变动以及不同劳动者群体工资差别的一般规律所作的理论解释。国外的工资理论以马克思工资理论最为经典。其中,马克思对市场工资形成和决定机制的论述是十分精辟的。 农民工是一支相当大的队伍,随着农民工数量的日益增多,农民工问题日渐突显。国内、外学者们对其问题的探讨也日益深入,从国内研究情况来看,研究内容主要包括以下方面:农民工的生存条件、生活质量、就业、社会保障、工资待遇、消费观念、城市适应性等;其中,研究主要集中于农民工工资问题。但是,从马克思劳动力价值理论和工资理论出发,进行探究此问题的并不多,而且多为一些零星的观点,同时也没有从我国农民工工资决定、形成、调控、监管机制等方面,全面、系统的探讨农民工工资问题。 本文的新颖之处,在于以马克思劳动力价值理论和工资理论为研究基点,并在改革开放35周年的新时期新阶段下,通过探究我国农民工生存生活质量状况,挖掘出导致我国农民工工资普遍存在问题的成因。创造性地从我国农民工工资决定、形成、调控、监管机制等方面,全面、系统的探讨了农民工工资问题。 本文主要分为六个部分,第一部分主要叙述了研究背景、目的、意义,及国内、外学者对农民工工资和工资理论的研究综述。第二大部分重点阐述了本文的理论基础——马克思劳动力价值理论,并对其相关概念进行了阐释。第三部分应用马克思劳动力价值理论,并结合我国农民工的特点,对农民工劳动力价值进行了详细的分析,最后论述了农民工工资总体变动情况。第四部分运用大量的调查问卷数据与图表,详细分析了目前我国农民工工资存在的主要问题,并深刻剖析了此问题产生的原因。第五大部分通过研究农民工工资决定、形成、调控、监管机制这几个方面,提出了解决此问题的合理化建议。第六部分归纳总结了本文的主要结论及对农民工工资问题的前景进行了展望,并简要说明了本文存在的不足。
[Abstract]:With the deepening of reform and opening-up and the modernization of agriculture city, industrial development, migrant workers came into being and development, become a new labor force in the new era of socialism Chinese characteristics. They not only promote China's agricultural modernization, but also for China's economic modernization, the modernization of city with the internationalization of the construction, have made outstanding contributions to the construction of modernization in rural areas. Thus, the survival condition and development problems of migrant workers in China has become an important part in building comprehensive well-off society, but also an important way to realize the socialism new rural Chinese. In recent years, a new generation of national leaders paid great attention to the problem of migrant workers, making the protection of the legitimate rights and interests of migrant workers, migrant workers and migrant workers to maintain the vital interests of improving working environment and living conditions. Policy measures across the country have made an important deployment, and have achieved remarkable results. But the problem of migrant workers is the social problems, especially in the wage is a prominent problem. To solve this problem, directly related to China's national economic development and the construction of harmonious society. We should stand on the completion of me in the modern socialist country prosperous democratic and civilized and harmonious level, a profound understanding of the importance of solving the problem, the wages of migrant workers the necessity of persistence.
Wage theory is explained and its changes on the wage level of workers in a certain period of time and general rules of different groups of workers wage differences made by foreign theory. The wage theory to Marx's theory of the most classic. Among them, Marx discussed on the market wage formation and decision mechanism is very insightful.
Migrant workers are a great team, along with the increasing number of migrant workers, migrant workers problem increasinglyprominent. Discussion on the problems of domestic, foreign scholars are also increasingly in-depth, from the domestic research situation, the research content mainly includes the following aspects: migrant workers living conditions, quality of life, employment, social security, wages. The concept of consumption, the city adaptability; mainly focus on the problem of migrant workers' wages. However, from the perspective of Marx labor value theory and wage theory, to explore this issue is not much, but mostly sporadic, but did not decide, from China's migrant workers wage formation, regulation, supervision mechanism, etc. overall, the wages of migrant workers to explore problems of the system.
The novelty of this paper lies in, Marx labor value theory and wage theory as the research basis, and in the new period of reform and opening up 35th anniversary new stage, through the exploration of China's migrant workers living quality, mining led to China's migrant workers wages generally exist the factors contributing to the problem. Creatively from China's migrant workers wage decision form, regulation, supervision mechanism, comprehensive system, discusses the problem of migrant workers' wages.
This paper is divided into six parts, the first part mainly introduces the research background, purpose, significance, and domestic research, the wages of migrant workers and the wage theory abroad. Most of the second focuses on the theoretical basis of this thesis -- Marx labor value theory, and the related concepts are explained. The third part of the application of Marx theory the value of labor, and combined with the characteristics of China's migrant workers, migrant workers on labor value are analyzed in detail, and finally discusses the overall changes in the wages of migrant workers. The fourth part uses the questionnaire data and a large number of charts, detailed analysis of the main problems at present in our country, the wages of migrant workers exist, and deeply analyzes the reason of the problem. Fifth most of the wages of migrant workers through the study of decision formation, regulation, regulatory mechanism of these aspects, put forward to solve this problem rationally Suggestions. The sixth part summarizes the main conclusions of this paper and the prospect of the wages of migrant workers is discussed, and a brief description of the shortcomings of this paper.
