滦县新型城镇化战略研究

【摘要】：新型城镇化与工业化现代化、农业化现代化密切相关，是区域经济发展及至宏观经济发展最大内需潜力。积极稳妥推进城镇化，着力提高城镇化质量，要把生态文明理念和原则全面融入城镇化全过程，走集约、智能、绿色、低碳的新型城镇化道路。“新型城镇化”的提出，在未来城镇化发展方向上释放出了转型的新信号。这为我国在二十一世纪加快新型城镇化建设指出了明确的方向，标志着新型城镇化真正进入了全国性的发展战略体系。从滦县来看，，正处在进位全省十强、建设中等城市的现实背景，经济全球化、环渤海经济圈、“河北强省战略”等外部环境对推进新型城镇化存在着机遇和挑战；基于内部自身区位条件优越、矿产资源丰富、良好的投资环境、产业项目逐年增加基础雄厚、以旅游为支撑的第三产业持续拓展。针对这一现状，参考新型城镇化基本理论体系和最新文献，结合国内外城镇化研究先进理念，进行广泛调研，对滦县新型城镇化进行战略研究，提出建设性意见。本文采用定性研究与定量研究等相结合的方法对滦县新型城镇化发展的现状、条件进行了系统分析，提出总体战略：以产业为引导，产业聚集形成特色园区带动人口聚集的联动，科学有序地引导大量科技人才和农村富余劳动力流向产业园区和中心城镇，产业现代化不断推动新型城镇化，新型城镇化为产业现代化发展提供更广阔的平台，二者关联互动、优势互补、相辅相成，实现统筹城乡一体化，避免出现城市二元结构。从新型城镇化产业发展、等级和职能结构、空间布局等方面规划战略目标：到2020年县域504个村通过村改居、联片聚合调整减少到276个，共设立了31个中心村，县城向西、南两个方向延展，形成“一廊”、“二心”、“三区”、“四轴”空间格局，城镇化水平为59.8%，城镇总人口为35.7万人。
[Abstract]:New urbanization is closely related to industrialization modernization and agricultural modernization. It is the maximum domestic demand potential of regional economic development and macroeconomic development.It is necessary to integrate the concept and principles of ecological civilization into the whole process of urbanization, and take a new urbanization road of intensive, intelligent, green and low carbon.The proposal of "new urbanization" releases a new signal of transformation in the direction of urbanization in the future.This has pointed out a clear direction for China to speed up the construction of new urbanization in the 21 century, indicating that the new type of urbanization has entered the national development strategy system.In Luanxian County, there are opportunities and challenges for the promotion of new urbanization under the realistic background of carrying over the top ten cities in the province, the economic globalization, the economic circle around the Bohai Sea, the strategy of "Hebei strong province", and so on.Based on the favorable internal location conditions, rich mineral resources, a good investment environment, a strong foundation of increasing industrial projects year by year, the tertiary industry, supported by tourism, continues to expand.In view of this situation, referring to the basic theoretical system and the latest literature of new urbanization, combining the advanced ideas of urbanization research at home and abroad, this paper carries on extensive investigation, carries on the strategic research to the new urbanization of Luanxian County, and puts forward constructive suggestions.In this paper, the present situation and conditions of new urbanization in Luanxian County are systematically analyzed by combining qualitative research with quantitative research, and the overall strategy is put forward: taking industry as the guide,Industrial agglomeration forms a characteristic park to promote the linkage of population agglomeration, and scientifically and orderly guides a large number of scientific and technological talents and rural surplus labor to flow to industrial parks and central towns, and industrial modernization continues to promote the new type of urbanization.New urbanization provides a broader platform for the development of industrial modernization. The two are interrelated, complementary and complementary to each other, so as to realize the integration of urban and rural areas and avoid the emergence of a dual structure of the city.In terms of the development of the new urbanization industry, the level and functional structure, the spatial layout, and so on, the strategic objectives are: by 2020, 504 villages in the county area will have changed their homes through the villages, and the number of joint film conversions has been reduced to 276. A total of 31 central villages have been set up, and the county towns are westward.The two directions of south extend, forming "one corridor", "two centers", "three areas", "four axes" spatial pattern, urbanization level is 59.8, the total population of town is 357000 people.
