基于PPP模式的ZZ湘江风光带项目融资研究

【摘要】：伴随着城镇化步伐的加快,城市基础建设面临的资金压力越来越大,政府财政的投入已经很大满足城镇化建设对资金的需求,如何调动更多社会资源投入到城市基础设施建设中,实现政府主导下的社会资源广泛参与,是一个亟待解决的问题。因而,寻求私营部门的加入就成为了一种新的项目融资方式。经过多年的发展,我国的私营经济已经具备了较为坚实的基础,在当前投资渠道较为有限的环境下,投资城市基础建设项目不失为私营经济的新出路。本文主要基于PPP模式对ZZ湘江风光带项目融资方案进行了设计。首先,从理论分析上得出,PPP模式引入到基础设施项目中主要适用的项目包括经营性项目、准经营性项目、“经营性+非经营性捆绑”项目和“准经营性+非经营性捆绑”项目。然后对ZZ湘江风光带项目融资当前存在的主要问题和原因进行了详细分析,并在此基础上论证了ZZ湘江风光带项目融资引入PPP模式的可行性。再次,重点对ZZ湘江风光带项目引入PPP模式的融资方案进行了设计,设计的内容包括PPP项目运作模式的设计、PPP项目融资结构的设计、PPP项目融资收益分配模式设计、PPP项目风险控制体系设计。其中,本文认为采用蒙特卡洛技术对项目融资结构进行优化能够得到最优的融资结构。最后,本文提出了ZZ湘江风光带PPP项目融资保障的具体机制。通过ZZ湘江风光带PPP项目的案例研究,在丰富PPP理论研究的同时,也为城市基础项目建设提供了可供借鉴的融资模式,对指导我国城市基础项目建设,发展基础设施项目融资有一定的借鉴意义。
[Abstract]:With the acceleration of urbanization, the capital pressure on urban infrastructure is increasing. The government's financial input has greatly met the demand for capital in urbanization construction. How to mobilize more social resources to invest in urban infrastructure construction and to realize the extensive participation of government-led social resources is an urgent problem to be solved. Therefore, seeking private sector participation has become a new project financing method. After years of development, China's private economy has a relatively solid foundation, in the current environment of limited investment channels, investment in urban infrastructure projects is a new way out for private economy. In this paper, the project financing scheme of ZZ Xiangjiang River scenic zone is designed based on PPP model. First of all, from the theoretical analysis, it is concluded that the PPP model is mainly applicable to infrastructure projects, including operational projects, quasi-operational projects, "profit-making non-profit-making bundling" projects and "quasi-operational non-profit-oriented bundling" projects. Then, the main problems and causes of project financing in Xiangjiang scenic zone are analyzed in detail, and the feasibility of introducing PPP model into project financing in Xiangjiang scenic zone is demonstrated. Thirdly, the financing scheme of introducing PPP model into the ZZ Xiangjiang scenic zone project is designed. The content of the design includes the design of the PPP project operation mode and the design of the PPP project financing structure; the design of the PPP project financing income distribution model and the design of the PPP project risk control system. In this paper, we think that the optimal financing structure can be obtained by using Monte Carlo technology to optimize the project financing structure. Finally, this paper puts forward the specific mechanism of the PPP project financing guarantee in the ZZ Xiangjiang River scenic zone. Through the case study of the PPP project in the Xiangjiang River scenic zone of ZZ, it not only enriches the theoretical research of PPP, but also provides the financing mode for reference for the construction of urban infrastructure projects, which can guide the construction of urban infrastructure projects in China. The development infrastructure project financing has the certain reference significance.
