庆哈输油管道工程EPC项目物资采购管理改进研究

【摘要】:中国石油和天然气管道约有五万公里,“十二五”期间还将增加四万公里。由于输油管道运输的经济性、安全性,它还将是未来石油和天然气运输的重要方式之一。但随着中国经济的快速发展,不断延长的输油管道威胁着中国能源和环境安全。为了保障输油管线安全有效运行,大庆油田有限责任公司积极开展安全隐患排查整治工作,将庆哈输油管道工程作为2013年安全隐患治理重点工程。大庆油田工程有限公司承担庆哈输油管道工程的设计、采购和施工的全部工作,,即以EPC总承包模式承接项目,科学有效的物资采购将是EPC项目成本、质量、进度和管理控制的关键工作,在EPC项目建设中起着承上启下的核心作用。本文旨在通过对庆哈输油管道工程EPC项目物资采购管理问题的研究,提高EPC项目物资采购管理水平,降低EPC采购成本,指导EPC项目物资采购管理实践。 本文首先介绍管道工程EPC项目物资采购管理的基本理论,分析EPC项目、管道工程EPC项目和管道工程EPC项目物资采购的内涵、类别与特点;在此基础上介绍庆哈输油管道工程EPC项目背景,并对庆哈输油管道工程EPC项目物资采购管理现状进行深入剖析,找出庆哈输油管道工程EPC项目物资采购管理存在的问题,针对这些不足提出庆哈输油管道工程EPC项目的物资采购管理改进措施,物资采购管理改进措施围绕物资采购方式、物资采购流程、物资采购组织结构和供应商管理展开;最后提出通过电子化的供应商管理、有效的物资采购监管和加强物资采购腐败风险防范来保障庆哈输油管道工程EPC项目物资采购管理活动有序进行。
[Abstract]:China's oil and gas pipelines are about fifty thousand kilometers, and will increase by forty thousand kilometers in 12th Five-Year. Because of the economy and safety of the pipeline transportation, it will also be one of the important ways of future oil and gas transportation. But with the rapid development of China's economy, the prolonged oil pipeline threatens China's energy and the ring. In order to ensure the safe and effective operation of the oil pipeline, the Daqing Oil Field Co actively carries out the renovation work of the safety hidden trouble, and takes the Qing ha oil pipeline project as the key project for the management of the hidden danger in 2013. The Daqing Oilfield Engineering Co., Ltd. undertakes the design, procurement and construction of the Qing ha oil pipeline project. Carrying on the project with the EPC general contract mode, the scientific and effective material purchase will be the key work of the cost, quality, progress and management control of the EPC project. It plays a key role in the construction of the EPC project. This paper aims to improve the material acquisition of the EPC project through the Research on the purchase and management of the materials for the EPC project of the Qing ha oil pipeline project. Purchase management level, reduce EPC procurement cost, and guide EPC project procurement management practice.
This article first introduces the basic theory of material procurement management of pipeline project EPC project, analyzes the connotation, category and characteristics of EPC project, pipeline engineering EPC project and pipeline project EPC project material purchase, and then introduces the background of the EPC project of the Qing ha oil pipeline project, and presents the status of the procurement and management of the EPC project of the Qing ha oil pipeline project. In depth analysis, we find out the problems of material procurement management in the EPC project of Qing ha oil pipeline project, and put forward the improvement measures of material procurement management for the EPC project of the Qing ha oil pipeline project. The improvement measures of material procurement management are around material procurement, material purchase and purchase process, material procurement organization structure and supplier management. In the end, we put forward the orderly conduct of the management activities of material procurement in the EPC project of the Qing ha oil pipeline project through the electronic supplier management, the effective material procurement supervision and the strengthening of the corruption risk prevention of material procurement.
