“逆城市化”:观察维度与制度反思

【摘要】：该文以劳动力回流和"非转农"两个维度考察城市化进程中的"逆城市化"现象。从职业、身份和生活方式三方面来看,回流农民工和"非转农"这两个群体的"逆城市化"现象的确存在,究其根源在于体制障碍及过去不合理制度带来的遗留效应。论文从改革户籍制度等正式约束、避免不利的非正式约束产生和保障实施等方面提出消融"逆城市化"现象的制度创新对策。
[Abstract]:In this paper, the phenomenon of "reverse urbanization" in the process of urbanization is investigated from the two dimensions of labor force return and non-agricultural transfer. From the three aspects of occupation, identity and lifestyle, the phenomenon of "inverse urbanization" of the two groups of returning migrant workers and "non-transferring to agriculture" does exist, the root of which lies in the institutional obstacles and the legacy effects brought about by the unreasonable system in the past. From the aspects of reforming the household registration system and other formal constraints, avoiding the emergence of unfavorable informal constraints and ensuring the implementation, the paper puts forward the system innovation countermeasures to melt the phenomenon of "inverse urbanization".
