某地块保障性住房项目的综合评价研究

【摘要】:我国的工业化发展和城市化进程使得住房问题成为我国社会重要的民生问题,为有效缓解住房问题,我国建立了不同层次针对不同收入阶层的住房保障制度。但监管制度、决策程序、评价方法上的不完善使得我国的保障性住房项目投资呈现出低效率、不可持续等问题,没有使政府的财政资源在社会上实现较优配置。此外,保障性住房的外部性、非盈利性、社会服务性等特点使得传统的项目综合评价方法在保障性住房项目上并不适用。在这样的背景下,对保障性住房项目进行综合评价研究具有重要意义。本文在文献回顾的基础上,充分借鉴国内外现有的项目综合评价方法,并结合了保障性住房项目的特点,建立了针对保障性住房项目的综合评价框架,并以深圳市某地块保障性住房项目为例进行综合评价分析。首先,本文在项目概况、项目需求与条件确定的基础上,对该保障性住房项目进行投资方案、融资方案的分析以及财务持续能力上的评价。其次,本文对该项目进一步进行了国民经济评价,结合保障性住房项目非盈利性的特点及前人研究提出的改进评价方法,运用净投资——综合收益的思想和模糊综合评价法进行了项目的国民经济评价。最后,对该项目的利益相关者进行分级与识别,并据此围绕利益相关者从社会影响、社会互适性和社会风险三个方面进行了社会评价。本文的分析结果表明,对保障性住房项目的综合评价应充分考虑该类项目的特点,重视项目的外部性所带来的成本和收益,并使用适合该类项目的综合评价方法进行评价。本文所提出的综合评价方法可对保障性住房的投资决策提供科学的的依据。
[Abstract]:With the development of industrialization and urbanization, the housing problem has become an important livelihood issue in our society. In order to alleviate the housing problem effectively, China has established a housing security system at different levels for different income groups. However, the imperfection of supervision system, decision-making procedure and evaluation method makes the investment of the indemnificatory housing project in our country appear to be inefficient and unsustainable, and it does not make the financial resources of the government realize the better allocation in the society. In addition, the characteristics of externality, non-profit and social service of affordable housing make the traditional project comprehensive evaluation method not suitable for supportable housing projects. In this context, the comprehensive evaluation of affordable housing projects is of great significance. On the basis of literature review, this paper fully draws lessons from the existing comprehensive evaluation methods at home and abroad, and combines the characteristics of affordable housing projects, and establishes a comprehensive evaluation framework for affordable housing projects. And take a piece of land in Shenzhen as an example to carry out comprehensive evaluation and analysis. Firstly, on the basis of the general situation of the project, the demand and the condition of the project, this paper carries on the investment plan, the analysis of the financing scheme and the evaluation of the financial sustainability of the indemnificatory housing project. Secondly, this paper makes a further national economic evaluation of the project, combined with the non-profit characteristics of affordable housing projects and the improved evaluation methods put forward by previous studies. The national economic evaluation of the project is carried out by using the idea of net investment-comprehensive income and the fuzzy comprehensive evaluation method. Finally, the stakeholders of the project are classified and identified, and social evaluation is carried out around the stakeholders from three aspects: social impact, social interoperability and social risk. The results of this paper show that the comprehensive evaluation of affordable housing projects should fully consider the characteristics of such projects, attach importance to the costs and benefits brought by the externalities of the projects, and use a comprehensive evaluation method suitable for this kind of projects to evaluate. The comprehensive evaluation method proposed in this paper can provide scientific basis for investment decision of affordable housing.
