【摘要】：同步推进新型城镇化和农业现代化发展是党中央统揽全局、着眼长远作出的重要决策,是我国“十二五”时期的一项重大任务。目前,安徽省的城乡二元结构问题突出,“三农”问题急需解决。走新型城镇化道路是破解城乡二元结构难题的关键,农业现代化是解决“三农”问题的着力点。因此,深入系统的研究安徽省新型城镇化与农业现代化之间的相互作用机理和协调发展状况,具有重要的理论和现实意义。本文以发展经济学理论和“十八大”精神为指导,在吸收借鉴相关研究成果的基础上,首先,科学界定新型城镇化、农业现代化的内涵和基本特征,对新型城镇化和农业现代化相互影响机理和协调发展关系进行系统的理论分析；其次,构建新型城镇化和农业现代化评价指标体系,并利用AHP法和因子分析法来测度新型城镇化和农业现代化各年综合发展水平；再次,使用协整检验法、Granger因果关系检验法、VEC模型等现代数量经济方法测度分析安徽省新型城镇化和农业现代化之间是否存在长期均衡关系以及相互作用程度；第四,通过建立协调发展度模型,测算分析安徽新型城镇化和农业现代化协调发展状况,全面揭示安徽新型城镇化和农业现代化在发展中遇到的问题；最后,有针对性的提出一些政策性建议,进一步促进安徽省新型城镇化和农业现代化的协调发展,为政府有关部门制定相关政策提供参考依据。本文的主要结论有：一是与全国和发达省份对比来看,安徽省新型城镇化、农业现代化发展水平不高；二是通过理论和实证分析,得出安徽省“两化”具有一定的相互依存的关系,新型城镇化对农业现代化有拉动作用,且效果较明显,而农业现代化对新型城镇化的影响效应甚微；三是从新型城镇化与农业现代化协调发展程度看,两者的协调程度向良性发展,从严重失调发展到中级协调。
[Abstract]:Promoting new urbanization and agricultural modernization simultaneously is an important decision made by the CPC Central Committee in the long term and is an important task in the 12th Five-Year Plan period of our country. At present, the problem of urban and rural dual structure in Anhui Province is prominent, and the problem of agriculture, rural areas and farmers needs to be solved urgently. The key to solve the problem of urban-rural dual structure is to take the new way of urbanization, and agricultural modernization is the key point to solve the problem of "agriculture, countryside and farmers". Therefore, it is of great theoretical and practical significance to deeply and systematically study the interaction mechanism and coordinated development between new urbanization and agricultural modernization in Anhui Province. Guided by the theory of development economics and the spirit of the 18th National Congress, this paper, on the basis of absorbing and drawing on relevant research results, first, scientifically defines the connotation and basic characteristics of new urbanization and agricultural modernization. A systematic theoretical analysis of the interaction mechanism and coordinated development relationship between new urbanization and agricultural modernization is carried out. Secondly, the evaluation index system of new urbanization and agricultural modernization is constructed. And use AHP method and factor analysis method to measure the comprehensive development level of new urbanization and agricultural modernization. Using modern quantitative economic methods such as Granger causality test method and Granger causality test method to measure whether there is a long-term equilibrium relationship and the degree of interaction between new urbanization and agricultural modernization in Anhui Province. Through the establishment of coordinated development degree model, this paper calculates and analyzes the coordinated development of new urbanization and agricultural modernization in Anhui, and comprehensively reveals the problems encountered in the development of new urbanization and agricultural modernization in Anhui. Put forward some policy suggestions, further promote the coordinated development of new urbanization and agricultural modernization in Anhui Province, and provide a reference for the relevant government departments to formulate relevant policies. The main conclusions of this paper are as follows: first, compared with the whole country and developed provinces, the development level of new urbanization and agricultural modernization in Anhui Province is not high; second, through theoretical and empirical analysis, It is concluded that the "two modernizations" in Anhui Province are interdependent to a certain extent. The new urbanization has a pulling effect on the agricultural modernization, and the effect is obvious, while the agricultural modernization has little effect on the new-type urbanization. Third, from the view of the harmonious development degree of new urbanization and agricultural modernization, the coordination degree of both develops to benign, from serious maladjustment to intermediate coordination.
