社会管理创新视域下的辽宁省城市农民工社会融入问题研究

【摘要】:受城市经济发展迅速的影响,大量农民工从农村进入城市。农民工虽然在城市工作、生活,他们却不能和城市居民享有同等的社会福利制度、公共服务、发展机会,不能真正融入城市社会。辽宁省已采取一系列政策、措施加强对城市农民工的管理,以促进城市农民工的社会融入。但现有的管理模式已不能适应社会发展和农民工自身发展的需求。近年来,中国政府大力推进社会管理创新。本文从社会管理创新的角度出发,综合运用社会管理创新理论、人力资本、社会资本等相关理论,对辽宁省城市农民工的社会融入状况进行研究。本文主要从以下几个方面展开进行阐述: 第一,辽宁省城市农民工社会融入的状况,通过查阅相关资料、发放调查问卷及实地访谈等途径对辽宁省城市农民工的基本情况进行了解,并分别从经济、社会、心理三个层面对农民工的社会融入情况展开了实证分析,最终发现辽宁省城市农民工的社会融入状况较差,处于一种想融入却又受到诸多限制而不能融入的尴尬境地。 第二,影响辽宁省城市农民工社会融入的因素分析,将影响城市农民工社会融入的因素分为农民工自身层面的因素和外部层面的因素,借助SPSS17.0统计工具,运用Logistic回归分析和交互分析,得出影响城市农民工社会融入的自身层面的因素为农民工的年龄、收入水平、居住状况、人力资本和社会资本,同时还分析了外部层面因素如户籍制度、社会保障制度、教育制度及城市居民对城市农民工社会融入的影响。 第三,社会管理创新视域下促进辽宁省城市农民工社会融入的策略,,主要包括政府管理理念创新、管理制度创新、管理方式创新,非盈利组织管理创新、社区组织管理创新,农民工采取措施来增强自身人力资本和社会资本等。 研究过程中,基于社会管理创新和促进城市农民工社会融入的视角,对辽宁省农民工的社会融入问题进行分析,为促进该省城市农民工的快速融入提出针对性强的对策和理论指导。但研究过程中也存在一些不足,如调查范围有限,数据收集的不够充分等,为今后继续深入研究提供了机会。
[Abstract]:Affected by the rapid development of urban economy, a large number of migrant workers from the countryside into the city. Although migrant workers work and live in cities, they cannot enjoy the same social welfare system, public services and development opportunities as urban residents, and cannot truly integrate into urban society. Liaoning Province has adopted a series of policies and measures to strengthen the management of urban migrant workers in order to promote the social integration of urban migrant workers. However, the existing management model can not meet the needs of social development and migrant workers themselves. In recent years, the Chinese government has vigorously promoted social management innovation. From the angle of social management innovation, this paper studies the social integration of urban migrant workers in Liaoning Province by using the theory of social management innovation, human capital, social capital and other relevant theories. This article mainly from the following several aspects to carry on the elaboration: First, the social integration of urban migrant workers in Liaoning Province, through the access to relevant information, questionnaires and field interviews to understand the basic situation of urban migrant workers in Liaoning Province, and from the economic, social, Finally, the author finds that the social integration of urban migrant workers in Liaoning Province is poor and is in an awkward situation where they want to be integrated but are restricted by many restrictions. Secondly, the factors influencing the social integration of urban migrant workers in Liaoning Province are analyzed. The factors that affect the social integration of urban migrant workers are divided into the factors of migrant workers' own level and the external level factors, with the help of SPSS17.0 statistical tools. By using Logistic regression analysis and interactive analysis, the author draws a conclusion that the factors affecting the social integration of urban migrant workers are their age, income level, living condition, human capital and social capital. At the same time, it analyzes the influence of external factors such as household registration system, social security system, education system and urban residents on the social integration of urban migrant workers. Thirdly, the strategies to promote the social integration of urban migrant workers in Liaoning Province from the perspective of social management innovation, including government management concept innovation, management system innovation, management innovation, non-profit organization management innovation, community organization management innovation. Migrant workers take measures to strengthen their own human capital and social capital. In the research process, based on the innovation of social management and the perspective of promoting the social integration of urban migrant workers, the social integration of migrant workers in Liaoning Province is analyzed. In order to promote the rapid integration of urban migrant workers in the province put forward targeted countermeasures and theoretical guidance. However, there are also some shortcomings in the research process, such as limited scope of investigation and insufficient data collection, which provides an opportunity for further research in the future.
