劳动力市场分割理论视角下我国结构性失业问题研究

【摘要】:目前,我国每年都有上千万的新增劳动力,政府高度重视解决就业问题,因为其关系着民生、稳定和经济发展。随着经济快速发展,我国的就业问题虽然得到了一定缓解,但也存在更加复杂化的倾向:一方面是就业难,,例如大学生就业难,另一方面又招工难,例如东南沿海地区的“用工荒”。因此,结构性失业问题成为政府需要着力解决的就业难题。 本文认为,造成结构性失业问题的根本原因是劳动力市场分割。只有政府放松对劳动力市场的管制,最大限度消弱或消除劳动力市场分割,使劳动力更加自由的流动,更加充分的竞争,才能使劳动力资源得到更加合理优化的配置,从而在根本上解决我国结构性失业问题。 本文第一章阐明了写作背景和论文意义、国内外理论研究情况,为本文的论述奠定了理论基础,并明确本文写作的目标、内容、方法、难点和创新点;第二章介绍了劳动力市场和劳动力市场分割的现状,并对我国劳动力市场城乡分割、一级二级市场分割和内外部市场分割三种主要分割情形进行了论证;第三章介绍了结构性失业的概念、类型和我国结构性失业现状;第四章分析了造成我国结构性失业问题的原因,主要从劳动力市场分割理论的视角出发,论证了三种劳动力市场分割情形对我国结构性失业问题的影响;第五章从消除劳动力市场分割的角度,提出了在政府管理中解决我国结构性失业问题的对策,希望能够为政府人力资源管理部门在推进制度改革及解决结构性失业问题上提供参考。
[Abstract]:At present, there are tens of millions of new labor force every year in our country. The government attaches great importance to solving the employment problem, because it is related to people's livelihood, stability and economic development. With the rapid development of the economy, although the employment problem in our country has been alleviated to a certain extent, there is also a more complicated tendency: on the one hand, it is difficult to obtain employment, for example, the employment of college students is difficult, on the other hand, it is difficult to recruit workers. For example, the southeast coastal areas of the "shortage of workers". Therefore, structural unemployment has become the employment problem that the government needs to solve. This paper argues that the fundamental cause of structural unemployment is labor market segmentation. Only when the government deregulates the labor market, weakens or eliminates the division of the labor market to the maximum extent, makes the labor force flow more freely and competes more fully, can the labor resources be allocated more reasonably and optimally. Thus fundamentally solve the problem of structural unemployment in China. The first chapter clarifies the background and significance of the thesis, the theoretical research situation at home and abroad, lays a theoretical foundation for the discussion of this paper, and clarifies the goal, content, method, difficulty and innovation of this paper. The second chapter introduces the current situation of labor market and labor market segmentation, and demonstrates three main segmentation situations: urban and rural segmentation of labor market, primary secondary market segmentation and internal and external market segmentation. The third chapter introduces the concept, types and present situation of structural unemployment in China, the fourth chapter analyzes the causes of structural unemployment in China, mainly from the perspective of labor market segmentation theory. The fifth chapter, from the angle of eliminating the division of labor market, puts forward the countermeasures to solve the problem of structural unemployment in government management. This paper hopes to provide a reference for the government human resources management department to promote institutional reform and solve the structural unemployment problem.
