基础设施项目BLT模式运行机制设计优化研究

【摘要】:基础设施项目的建设是我国经济与社会发展和人民生活水平提高的重要保障,也是城市生存和发展的基础。长期以来,我国基础设施配套滞后和需求增长过快的矛盾仍然突出,基础设施建设资金不足、建设效率低下等问题已成为制约我国经济发展的主要障碍。传统的基础设施项目融资建设模式已不能满足我国基础设施项目迅速发展的要求,故为解决我国基础设施项目建设所存在问题,本文提出以BLT(Build-Lease-Transfer)即“建设—租赁—移交”模式作为探索我国基础设施项目建设的新型融资建设模式。 BLT模式作为传统BOT融资模式的一种衍生模式其应用时间较短,目前国际上的BLT项目在实践操作上还算是一项新生事物,常被看作是EPC总承包或BOT模式和融资租赁的组合应用,缺乏规范的理论指导。 基于上述分析,本文试图从对BLT模式运行机制的研究入手,运用现代工业工程中的系统工程理论及方法,全面掌握BLT模式运行规律,规范其运作流程和操作方式,从而指导BLT模式在我国基础设施项目建设中的应用,为解决我国基础设施项目建设所存在的问题提供可供参考的路径。相关研究思路如下: 首先,对目前基础设施项目融资建设模式、运行机制、BLT模式的应用、工业工程理论及方法在非制造业中的应用等方面的文献资料和发展现状进行综述和评析。对基础设施项目BLT模式的概念进行了界定和归纳分析,通过对比分析明确了BLT模式与一般BOT模式以及融资租赁的区别,,为BLT模式在基础设施项目中的应用做理论铺垫。 其次,通过现有基础设施项目建设融资现状分析,提出本文拟采用融资租赁方式解决我国基础设施项目建设融资问题。进而以现有的政策性及法律文件为依据,结合基础设施项目自身的运作特点和BLT模式的优势,分析了在我国基础设施项目中运用BLT模式的必要性。 再次,运用系统工程方法构建了BLT基础设施项目的运行机制。在分析研究BLT基础设施项目参与主体之间的关系以及合同体系的基础上,运用系统工程思想,借助霍尔三维结构建模方法,构建了BLT基础设施项目运作模式,进而依据机制设计理论和组织理论构建了BLT基础设施项目的运行机制概念模型,运用耦合思想分析其运作的内在组织系统动力。 最后,提出了BLT基础设施项目运行机制优化方案。主要分析了BLT运行机制优化的涵义及意义;建立了BLT基础设施项目运行机制优化模型;探讨了IE在BLT基础设施项目运行系统中的可行性,并提出了运用IE分析型技术改进项目运作流程的实施方案。
[Abstract]:The construction of infrastructure projects is an important guarantee for the economic and social development of China and the improvement of people's living standards, and is also the basis for the survival and development of cities. For a long time, the contradiction between lagged infrastructure and rapid growth of demand is still prominent. The problems of insufficient capital and low efficiency of infrastructure construction have become the main obstacle to the economic development of our country. The traditional financing mode of infrastructure projects can no longer meet the requirements of rapid development of infrastructure projects in China, so in order to solve the problems existing in the construction of infrastructure projects in China, In this paper, BLT (Build-Lease-Transfer), or "build-lease- transfer" model, is proposed as a new financing construction mode to explore the construction of infrastructure projects in China. As a kind of derivative mode of traditional BOT financing mode, BLT mode has a short application time. At present, the international BLT project is still a new thing in practice, and it is often regarded as a combination of EPC general contract or BOT mode and financial lease. Lack of normative theoretical guidance. Based on the above analysis, this paper attempts to start with the study of the operation mechanism of BLT mode, apply the theory and method of system engineering in modern industrial engineering, master the running law of BLT mode, and standardize its operation flow and operation mode. In order to guide the application of BLT model in the construction of infrastructure projects in China, it provides a reference path for solving the problems existing in the construction of infrastructure projects in China. The relevant research ideas are as follows: first, the application of the current infrastructure project financing construction model, operation mechanism, BLT model, The application of industrial engineering theory and method in non-manufacturing industry is reviewed. This paper defines and induces the concept of BLT mode of infrastructure project, and clarifies the difference between BLT model, general BOT model and financial lease mode through comparative analysis, which lays the foundation for the application of BLT model in infrastructure project. Secondly, based on the analysis of the present financing situation of infrastructure projects, this paper puts forward that the financing of infrastructure projects in China should be solved by means of financing lease. On the basis of existing policy and legal documents, combined with the operation characteristics of infrastructure projects and the advantages of BLT model, the necessity of using BLT mode in infrastructure projects in China is analyzed. Thirdly, the operation mechanism of BLT infrastructure project is constructed by system engineering method. Based on the analysis of the relationship between the participants of BLT infrastructure projects and the contract system, the operation mode of BLT infrastructure projects is constructed by using the idea of system engineering and the three-dimensional structural modeling method of Hall. Based on the mechanism design theory and organization theory, the concept model of BLT infrastructure project operation mechanism is constructed, and the internal organization system motive force of BLT infrastructure project operation is analyzed by coupling thought. Finally, the optimization scheme of BLT infrastructure project operation mechanism is put forward. This paper mainly analyzes the meaning and significance of BLT operation mechanism optimization, establishes the BLT infrastructure project operation mechanism optimization model. This paper discusses the feasibility of IE in the BLT infrastructure project operation system, and puts forward the implementation scheme of improving the project operation flow by using the IE analytical technology.
