我国食品安全问题经济学研究

【摘要】:人类的生存发展离不开食品,食品安全问题也决定着社会的稳定与和谐。与此同时,食品工业对拉动国民经济平稳较快增长起到重要作用。然而近年来随着食源性疾病迅速爆发并广泛传播,食品安全成为目前中国人最为关注的安全问题。从震惊全国的三聚氰胺事件,到瘦肉精、地沟油风波,再到新语面包事件,我国消费者面对频发的食品安全事故,已经谈“食”色变。除此之外,我国频发的食品安全问题已经严重阻碍了食品出口,从而造成经济总量的萎缩。在我国,食品安全管理一直存在着严重的问题。一方面我国的监测能力较为薄弱,一些行业地区地方保护主义势力强大,对消费者权益保护程度不够。另一方面我国食品安全体系尚未健全完善,一些食品生产厂商唯利是图、伺机牟利。加之生态环境恶化,导致我国近些年食品安全事件不断,不但引起国内消费者的不满,还通过外国媒体的报道致使国外消费者对我国出口食品的排斥,对中国的食品出口造成巨大负面影响,严重影响我国食品行业的国际形象。 针对我国食品安全监管存在市场失灵的情况,本文尝试运用公共物品理论、政府失灵理论和治理理论进行分析。通过深入分析造成我国食品安全监管体制缺陷的原因,且借鉴发达国家在食品安全监管方面的经验,对我国食品监管提出切实可行的措施,这对于制定我国当前食品安全问题的宏观政策、解决我国食品安全监管方面的漏洞,提高政府公信力都具有较强的意义。 第一章,绪论,介绍了研究目的、研究意义,国内外研究现状、研究理论宽假研究方法等,并界定了与食品安全相关的核心概念。在介绍了本文的选题意义,研究方法以及国内外研究综述的基础上,详细阐述了食品安全的理论分析框架,试从经济学,公共选择学等角度研究我国食品安全问题。 第二章,我国食品安全问题现状及存在问题分析。通过分析我国目前敏感食品行业现状,,分析我国食品行业存在的问题。 第三章,我国食品安全问题分析。以震惊全国的三鹿奶粉事件为例,探究造成我国食品安全事件频发的根本原因。 第四章,美国食品安全监管体系的借鉴。通过分析美国食品安全监管的发展历史,来研究其对我国食品安全监管的借鉴。 第五章,完善我国食品安全监管体系的思路。针对上文分析的我国食品安全存在的问题、原因,结合发达国家食品安全监管体制的借鉴,总结出解决我国食品安全问题的方法。 最后一部分结,分对全文进行总结。
[Abstract]:Human survival and development can not be separated from food, food safety issues also determine the stability and harmony of society. At the same time, food industry to pull the national economy steady and fast growth plays an important role. However, with the rapid outbreak and widespread spread of foodborne diseases in recent years, food safety has become the most concerned safety issue in China. From the melamine incident, which shocked the whole country, to the melamine incident, lean meat essence, gutter oil storm, and the Xinyu bread incident, Chinese consumers have talked about "eating" color change in the face of frequent food safety accidents. In addition, frequent food safety problems in China have seriously hindered food exports, resulting in a shrinking economic volume. In our country, food safety management has been a serious problem. On the one hand, the monitoring ability of our country is weak, the local protectionism in some industries is strong, and the degree of consumer rights protection is not enough. On the other hand, China's food safety system is not perfect, some food manufacturers profit-seeking opportunities. In addition, the deterioration of the ecological environment has led to food safety incidents in recent years in China, which not only caused dissatisfaction among domestic consumers, but also caused the exclusion of foreign consumers from China's food exports through foreign media reports. It has a great negative impact on China's food export, which seriously affects the international image of China's food industry. In view of the situation of market failure in food safety supervision in China, this paper tries to use the theory of public goods, the theory of government failure and the theory of governance to analyze it. Through in-depth analysis of the causes of the defects in China's food safety supervision system, and drawing lessons from the experience of developed countries in food safety supervision, the paper puts forward practical measures for food supervision in China. It is of great significance to formulate the macro policy of food safety in our country, to solve the loopholes in food safety supervision and to improve the credibility of the government. The first chapter, introduction, introduces the research purpose, research significance, research status at home and abroad, research theory, research methods and so on, and defines the core concepts related to food safety. Based on the introduction of the significance of the topic, the research methods and the domestic and foreign research review, the theoretical analysis framework of food safety is expounded in detail, and the problems of food safety in China are studied from the angles of economics and public choice. The second chapter, the current situation and existing problems of food safety in China. By analyzing the current situation of sensitive food industry in China, the problems of food industry in China are analyzed. The third chapter, the analysis of food safety in China. Taking Sanlu milk powder incident which shocked the whole country as an example, this paper probes into the root cause of frequent food safety incidents in China. The fourth chapter, the reference of American food safety supervision system. By analyzing the history of food safety supervision in the United States, this paper studies its reference to food safety supervision in China. The fifth chapter, consummates our country food safety supervisory system the train of thought. In view of the problems and reasons of food safety in our country analyzed above, combined with the reference of food safety supervision system in developed countries, the methods to solve the food safety problems in China are summarized. The last part summarizes the whole paper.
