【摘要】：正"十三五"规划是在我国经济发展进入新常态的大背景下制定和实施,顺应和引领经济发展新常态成为"十三五"规划制定的基本思路,但需要注重以下几个重要问题。培育经济新增长点。从国际视野看,信息网络、生物科技、清洁能源、新材料与先进制造等正孕育着一批具有重大产业变革前景的技术突破。我国在其中一些领域处于前沿水平,要抓住新一轮技术变革浪潮的机遇,基于新技术培育新增长点,在若干新技术和新产业领域努力
[Abstract]:The 13th five-year Plan is formulated and implemented under the background of China's economic development entering the new normal. Conforming to and leading the new normal of economic development has become the basic train of thought of the 13th five-year Plan, but the following important issues need to be paid attention to. Cultivate new economic growth points.
