试析社会主义市场经济条件下更好发挥政府作用的理论依据

【摘要】：经济体制改革的核心问题是处理好政府和市场的关系问题。在市场经济条件下,是否需要政府的干预?新自由主义者对此的回答是否定的,但在西方经济学界也有一部分学者认为需要政府干预,其主要论据是所谓市场失灵、市场缺陷说以及凯恩斯所提出的由于三大基本心理规律作用必然导致"有效需求不足"的观点。本文认为上述论证是非科学的,不足为据。在市场经济条件下,之所以需要政府干预,在于市场经济不仅要遵循商品运动的一般规律,而且也要遵循资本运动的一般规律。马克思在《资本论》中所揭示的资本追求价值增殖、资本生产过剩、资本积累必然引起贫富分化的资本运动三大规律,在去掉其资本主义性质后,同样适用于社会主义市场经济,这就是在社会主义市场经济条件下"更好发挥政府作用"的学理依据,它体现了"社会主义市场经济的内在要求"。
[Abstract]:The core problem of economic system reform is to deal with the relationship between government and market. Under the condition of market economy, is it necessary for the government to intervene? The answer of the neo-liberals is no, but in the western economic circles, some scholars also believe that government intervention is needed. The main arguments are the so-called market failure, the market defect theory and Keynes's view that the role of the three basic psychological laws will inevitably lead to "insufficient effective demand". This paper holds that the above argument is unscientific and unfounded. Under the condition of market economy, the reason why the government intervention is needed is that the market economy should follow not only the general law of commodity movement, but also the general law of capital movement. Marx revealed in Das Kapital three laws of capital movement in pursuit of value, overproduction of capital and capital accumulation, which will inevitably lead to the differentiation of rich and poor. After removing its capitalist nature, it is also applicable to socialist market economy, which is the theoretical basis of "giving full play to the role of government" under the condition of socialist market economy, which embodies the inherent requirements of socialist market economy.
