多元产权背景下高校后勤财务治理研究——基于财务约束机制视角

【摘要】：正一、高校后勤财务治理存在的问题高校后勤工作是教育事业发展的基础和保障,与高校教学和科研事业的发展息息相关。为了改善高校后勤财务管理机制落后的局面,将高等教育的改革进一步深化,20世纪80年代起,我国高校后勤走上了社会化改造的道路。但是,由于诸多方面的原因,我国高校后勤的改革并没有使得高校后勤财务管理体制和运行机制实现根本性的转变。(一)市场竞争意识严重缺乏由于行政干预,后勤习惯于接受学校有关部门的安排,一直处于被动的地位。在对服务项目进行
[Abstract]:First, the problems existing in the financial management of logistics in colleges and universities are the basis and guarantee of the development of education, which is closely related to the development of teaching and scientific research in colleges and universities. In order to improve the backward situation of logistics financial management mechanism in colleges and universities and further deepen the reform of higher education, since 1980s, the logistics of colleges and universities in China has embarked on the road of socialized transformation. However, due to many reasons, the reform of university logistics in China has not made a fundamental change in the financial management system and operation mechanism of university logistics. 1.
