城市土地交易综合评标的方法与实践研究

【摘要】：目前,城市国有建设用地使用权大多采用拍卖、挂牌出让的方式,交易规则大多采用“价高者得”的模式,这直接导致了房价持续上涨和土地资源分配严重的不合理,使得土地市场的功能不能得到有效地发挥。2010年3月8日,国土资源部发布的《关于加强房地产用地供应和监管有关问题的通知》中提出了探索综合评标的具体方法的要求。本文运用理论分析与实例研究、定量分析与定性分析研究方法。首先研究了城市土地储备交易的特点、—般建设项目现有的综合评标的理论方法以及城市土地交易现状和问题。以霍尔的三维结构模型为理论指导,从土地收储开始到出让后管理的全过程出发,针对建设项目的自身特点,同时考虑目前房地产市场的综合环境,建立指导土地交易综合评标方法的三维结构模型。然后本文建立了城市土地交易综合评标指标体系,以上述建立的三维模型为指导,以评标底价、技术方案、企业资信三项为要素层,并考虑它们的影响因素,建立了土地交易综合评价指标体系,然后利用层次分析法,结合专家的调查意见,从而计算确定了综合评标方法中各个指标的权重,然后配以实例对综合评标体系进行验证,并对结果进行了对比分析。最后对综合评标方法的推广应用做了相关的研究。文本设计了信息披露的要点与时间；在综合评标方法中考虑了规划前置的作用和加强土地出让的后期管理；并对综合评标方法的深层次竞争和土地使用权网上交易综合评标的相关内容进行了相关的研究；最后对营造应用综合评标方法的综合环境就政府和企业层面给出了相关的建议。上述成果,可作为土地管理及有关部门改进工作的参考。
