河南省保障性住房供给机制优化研究

【摘要】:保障性住房建设在国家政策的调控下依然占有重要地位,其中公共租赁住房的建设是保障性住房建设中的中坚力量。本文在此基础上对河南省的保障性住房供给机制进行了研究,希望能够发现供给过程中存在的问题并给出有效建议。 本文的第一章介绍了保障房供给机制的研究背景,并对国内外关于保障性住房供给机制的研究做出了梳理。第二章专门对河南省保障性住房的现有供给机制进行分析,主要内容包括对不同类型保障房的政策进行分析和效果评价、通过“过滤模型”分析两种供给方式带来的不同市场效果、运用房价收入比法和剩余收入法对三类保障房供给价格的可支付性进行分析。第三章在第二章的基础上针对河南省保障性住房的现状建立了效果评价体系。其中包括影响因素分析,供给量、人均供给面积、供给方式、供给价格四个评价标准,通过建立模型预测最佳供给量以及通过调查问卷方式分析最佳人均供给面积、最佳供给方式和最佳的供给价格。第四章主要对外国和国内主要城市的保障房的供给机制给出借鉴。最后一章针对以上章节发现的问题,提出了一套保障性住房供给机制的优化对策。 本文最终的结论是,保障房建设势在必行,尤其是公共租赁住房的建设更必不可少。公租房的最佳供给量的多少要根据城市居民可支配收入和每年新增城镇就业人口来决定;最佳的居住面积在60平方米以内,并且供给面积主要是以三口之家为主;最佳的供给价格或者说租金价格是60平方米的房屋租金在900元/月以下较能接受。在这样的一定条件范围内,公共租赁住房或者廉租住房才能最大程度的被这部分人群所接受,才能尽可能避免出现供需错位现象。
[Abstract]:The construction of affordable housing still occupies an important position under the control of national policies. The construction of public rental housing is the main force in the construction of affordable housing. On this basis, this paper studies the supply mechanism of affordable housing in Henan Province, hoping to find the problems in the process of supply and give effective suggestions. The first chapter introduces the research background of indemnificatory apartment's supply mechanism, and combs the domestic and foreign research on the supply mechanism of affordable housing. The second chapter is devoted to the analysis of the current supply mechanism of affordable housing in Henan Province. The main contents include the analysis and evaluation of the policies of different types of indemnificatory apartment, and the analysis of the different market effects brought about by the two modes of supply through the "filter model". This paper analyzes the affordability of three types of indemnificatory apartment supply prices by using the method of house price income ratio and surplus income. Chapter three establishes an effect evaluation system for the current situation of affordable housing in Henan Province on the basis of chapter two. Including the analysis of influencing factors, Four evaluation criteria, supply quantity, per capita supply area, supply mode, supply price, are established to predict the best supply, and the best per capita supply area is analyzed by questionnaire. The best way of supply and the best price of supply. Chapter 4th mainly gives reference to the supply mechanism of indemnificatory apartment in foreign and domestic major cities. The last chapter aims at the problems found in the above chapters. Put forward a set of supportable housing supply mechanism optimization countermeasure. The final conclusion of this paper is that the construction of indemnificatory apartment is imperative, especially the construction of public rental housing is more indispensable. The best supply of public rental housing should be determined by the disposable income of urban residents and the new urban employment population every year. The best living area is less than 60 square meters, and the supply area is mainly a family of three; The best supply price, or rent price, is that housing rent of 60 square meters is more acceptable than 900 yuan per month. In such a certain range of conditions, public rental housing or low-rent housing can be accepted to the greatest extent by this group of people. In order to avoid as far as possible supply and demand dislocation phenomenon.
