基于DEA模型的杭州市保障性住房类型的绩效评价

【摘要】:保障性住房项目的建设问题是重大的民生问题,能否妥善解决民生问题,关系到政府的公信力,也是政府执政能力的体现,同时也会影响社会的和谐与经济的发展。自1998年以来,我国政府开始投入保障房建设,经过十几年的建设与发展,保障类型也逐渐趋于多样化,中低收入家庭的住房条件得到很大的改善。尤其是近几年,保障房建设更是突飞猛进,同时也出现了很多问题,比如配套设施齐全,分配不公平等,于是人们把目光转向了保障性住房是否达到了预期的目标,如何能将项目的绩效提高。 因此,本文对杭州市各种不同类型的保障性住房进行效率评价,以区分各类保障性住房相对效率的高低,为政府的政策制定提供参考。 全文共分为五章。第一章绪论,包括研究的背景及意义、国内外研究文献综述、主要研究内容和研究方法。第二章对基本概念进行了界定,分析了相关理论,介绍了本研究的理论基础。第三章构建了保障房类型绩效评价的DEA模型,给出了DEA模型形式及应用分析。第四章以杭州市500多户保障性住房住户为例,从技术有效、纯技术有效和规模有效三个层次对所有评价单元进行效率评价,区分相对有效与无效的决策单元。然后,对非DEA有效单元进行投影分析,判断非DEA有效单元无效的原因,并找到优化方法和调整数量。第五章为总结与展望,对全文进行总结,并指出本文研究的局限性。
[Abstract]:The construction of affordable housing projects is a major livelihood issue. Whether we can properly solve the livelihood problems is related to the credibility of the government, and it is also the embodiment of the government's ability to govern. Since 1998, our government has begun to invest in the construction of indemnificatory apartment. After more than 10 years of construction and development, the types of security have gradually diversified. Housing conditions for low- and middle-income families have been greatly improved. Especially in recent years, indemnificatory apartment's construction has increased by leaps and bounds. At the same time, many problems have arisen, such as complete supporting facilities, unfair distribution, and so on. So people turned to the affordable housing whether to achieve the desired goal, how to improve the performance of the project. Therefore, this paper evaluates the efficiency of various types of affordable housing in Hangzhou, in order to distinguish the relative efficiency of various types of affordable housing, and provide a reference for the government to formulate policies. The paper is divided into five chapters. The first chapter is introduction, including the background and significance of the research, the domestic and foreign literature review, the main research content and research methods. The second chapter defines the basic concepts, analyzes the relevant theories. This paper introduces the theoretical basis of this research. Chapter three constructs the DEA model of indemnificatory apartment type performance evaluation, and gives the form and application of DEA model. Chapter 4th takes more than 500 families of affordable housing in Hangzhou as an example, which is effective in technology. Three levels of pure technical efficiency and scale efficiency are used to evaluate the efficiency of all evaluation units to distinguish the relatively effective and invalid decision-making units. Then, the projection analysis of non-#en0# efficient units is carried out to determine the reasons for the invalidity of non-#en1# efficient units. Chapter 5th is the summary and prospect, and points out the limitations of this paper.
