合肥市廉租住房物业管理现状及对策研究

【摘要】:住房保障制度是整个社会保障体系的重要内容之一,世界各国都高度关注这一问题。党的十八大报告要求,要建立起一套较为完善的住房保障制度,与市场机制相结合,并加强保障性住房的建设和后期管理,来满足日益增长的困难家庭住房需求。其中,廉租住房是我国保障性住房供应体系中的核心部分,主要目的是解决城市低收入家庭的住房需求问题。 近年来,合肥市廉租住房建设规模的日益发展壮大。然而相对于廉租住房建设的快速发展,,其后期物业管理建设相对滞后,存在较多问题,并且我国学术界对廉租住房的物业管理问题关注甚少,因此对对合肥市廉租住房小区的物业管理问题进行研究,妥善解决低收入家庭的住房问题,迫在眉睫。 本文以合肥市廉租住房物业管理为研究对象,采用定量与定性分析相结合的方法,对合肥市廉租住房物业管理做出了较深入的研究:首先,对廉租房物业管理相关内涵进行界定,在国内外已有研究成果的基础之上,对国内外廉租住房物业管理的相关理论进行了系统的梳理;其次,在对美国、日本、新加坡等发达国家和地区的廉租住房物业管理的实践经验比较分析的基础上,总结出对合肥市廉租住房物业管理的借鉴和启示;再次,利用问卷调查法得到大量数据,通过模糊综合评判法对廉租住房物业管理质量进行定量分析,得到影响物业管理质量的四个关键因素,根据关键因素总结出廉租住房小区物业管理存在的问题;最后,在前文的基础上,针对目前合肥市廉租住房存在的问题,从法规政策、政府、物业管理公司、住户四个层面提出了较为系统的解决对策。
[Abstract]:The housing security system is one of the important contents of the whole social security system, and many countries all over the world are paying close attention to this problem. The report of the 18 National Congress of the Party requires that a relatively perfect housing security system be established and be combined with the market mechanism. And to strengthen the construction and later management of affordable housing to meet the increasing housing needs of needy families. Among them, low-rent housing is the core part of the supply system of affordable housing in China. The main purpose is to solve the housing needs of urban low-income families. In recent years, the scale of low-rent housing construction in Hefei has been growing day by day. However, compared with the rapid development of low-rent housing construction, the property management construction in the later stage of Hefei has lagged behind, and there are many problems. And the academic circles of our country pay little attention to the property management of low-rent housing, so it is urgent to study the property management of low-rent housing district in Hefei, and to solve the housing problem of low-income families properly. This paper takes the low-rent housing property management in Hefei as the research object, adopts the method of combining quantitative and qualitative analysis, and makes a deeper research on the low-rent housing property management in Hefei: first of all, Define the connotation of low-rent housing property management, on the basis of existing research results at home and abroad, the theory of low-rent housing property management at home and abroad is systematically combed; secondly, in the United States, Japan, On the basis of comparative analysis of the practical experience of low-rent housing property management in Singapore and other developed countries and regions, the paper summarizes the reference and inspiration to low-rent housing property management in Hefei. Through the fuzzy comprehensive evaluation method to carry on the quantitative analysis to the low rent housing property management quality, obtains four key factors which influence the property management quality, summarizes the low rent housing district property management existence question according to the key factor; finally, On the basis of the above, in view of the existing problems of low-rent housing in Hefei, this paper puts forward some systematic countermeasures from four aspects: law and policy, government, property management company and household.
