长三角地区产业集聚对城镇化的影响研究

【摘要】：改革开放以来,我国的产业集聚现象越来越明显,其对于城镇化演进所发挥的作用也越来越受到关注。本文对长三角地区制造业、服务业及其相关行业的集聚程度进行了评估,从理论和实证方面研究了长三角地区产业集聚对城镇化的影响,并通过对产业集聚影响因素的具体研究,从产业角度制定了推动城镇化健康发展的政策建议。本文的研究得出了以下几点结论：第一,近年来长三角地区的第二产业集聚程度呈现了持续下降的趋势,第三产业集聚程度则呈上升趋势。第二,基于长三角地区产业发展和产业集聚的方式,城镇化也表现为三种模式：一是乡镇企业发展和非农产业的小城镇集聚,推动了小城镇发展,形成了以乡镇集体企业为基础的“苏南小城镇发展模式”；二是基于专业市场发展和商业集聚,推动了私营企业的发展,形成了以私营经济为基础的“浙江小城镇模式”；三是以地方政府主导,通过开发区建设和产业集聚,形成了基于开发区和城市工商业发展的城市化模式。第三,长三角地区产业发展和产业集聚对城镇化的影响具有阶段性的特征,即在城镇化初期,第二产业发挥主导作用,而随着城镇化的推进,第三产业将逐步成为主导。第四,第二产业和第三产业集聚都能够显著地推进城镇化进程,且第三产业效果更为明显。第五,通过完善开发区、加强基础设施建设、完善城市公共服务体系以及加快市场化改革、促进民营经济发展等来促进产业集聚,是我国城镇化发展的基本条件和有效方式。
[Abstract]:Since the reform and opening up, the phenomenon of industrial agglomeration in China has become more and more obvious, and its role in the evolution of urbanization has been paid more and more attention. This paper evaluates the degree of agglomeration of manufacturing, service industry and related industries in the Yangtze River Delta region. This paper studies the impact of industrial agglomeration on urbanization in the Yangtze River Delta region from the theoretical and empirical aspects, and through the specific study of the factors affecting the industrial agglomeration, makes policy recommendations to promote the healthy development of urbanization from the perspective of industry. The conclusions of this paper are as follows: first, in recent years, the secondary industrial agglomeration in the Yangtze River Delta region has shown a continuous downward trend, while the tertiary industry agglomeration level is on the rise. Based on the pattern of industrial development and industrial agglomeration in the Yangtze River Delta, urbanization also shows three modes: first, the development of township enterprises and the agglomeration of small towns with non-agricultural industries have promoted the development of small towns. A "development model of small towns in southern Jiangsu Province" based on township collective enterprises has been formed. Second, the development of private enterprises has been promoted based on the development of specialized markets and business agglomeration. A "Zhejiang small town model" based on the private economy has been formed; third, the urbanization model based on the development zone and the urban industrial and commercial development has been formed through the construction of development zones and industrial agglomeration, led by local governments. The impact of industrial development and industrial agglomeration on urbanization in the Yangtze River Delta region has stage characteristics, that is, in the initial stage of urbanization, the secondary industry plays a leading role, and with the development of urbanization, the tertiary industry will gradually become the dominant. 4th, Secondary industry and tertiary industry agglomeration can significantly promote the process of urbanization, and the effect of tertiary industry is even more obvious. 5th, through perfecting development zones, strengthening infrastructure construction, perfecting urban public service system and speeding up market-oriented reform, Promoting the development of private economy to promote industrial agglomeration is the basic condition and effective way of urbanization development in China.
