东盟利用外资与经济发展研究

【摘要】：第二次世界大战结束以后,发展中国家纷纷独立并崛起,其中东盟国家经济的飞速发展尤为引人注目,东盟经济更是世界经济舞台一颗夺目的新星。东盟经济的飞速发展离不开外国直接投资,积极利用外国直接投资,不仅是东盟国家长期实行的一项经济政策,也是东盟国家在外资方面举得巨大成就的基本经验,成为了推动东盟经济发展的重要动力。积极利用外国直接投资,是东盟国家长期奉行的一项重要经济政策,通过直接吸引外商投资,使东盟国家迅速吸引大量资金的同时,引进外国先进的技术和管理经验,推动国内产业结构的优化和升级,推动经济的恢复与发展。然而,东盟国家利用外资的道路并非一帆风顺,亚洲金融危机、欧美金融危机等纷纷对东盟国家利用外资的环境带来严重的阻碍与破坏,值得研究的是,东盟国家并没有因为危机的到来而一蹶不振,相反,它们更积极的深入开展利用外资的方式,从危机中吸取教训,迅速调整经济发展方式,进一步推动利用外资的发展。本文主要通过研究东盟利用外资的各个阶段,分析利用外资对东盟国家的积极影响与消极影响,同时通过研究各国利用外资的相关法规、政策,预测未来东盟国家利用外资的发展方向与前景。本文通过分析对东盟国家利用外资发展阶段的研究,以及利用外资发展的积极作用和外资对东盟国家经济发展的消极影响三大方面,对东盟利用外资发展经济进行了深入的讨论研究。并从东盟国家为吸引外资的颁布的相关法律文献分析了东盟在利用外资发展道路上的不断完善。论文主要分为四个章节。第一个章节主要介绍了本篇论文选题的目的和研究的意义,并对东盟国家经济发展现状以及外资投资现状进行了分析。第二个章节则侧重对东盟国家利用外资历史进行了分阶段讨论。从利用外资的初始阶段到快速发展阶段,再从外商投资衰减阶段直至外资缓慢恢复阶段,以及最后金融风暴过后的利用外资稳定调整阶段。每个阶段都分别对东盟国家的各行业发展与外国投资相结合进行研究,不同的阶段都有着不同的意义与作用,导致东盟国家的积极发展状况也在每个阶段呈现出不一样的状态和趋势。第三个章节将东盟利用外资发展的积极作用和存在的问题进行了对比分析研究,利与弊结合,客观的对东盟利用外资情况进行了讨论。积极作用方面,外资推动东盟经济发展最直接的作用就是大幅度提高了东盟国家的经济增长额。其中,从产业结构上来说,促进了东盟国家固定资本的形成,优化了产业结构,促进了产业体系升级改造；从对东盟国家对外发展的方向看,有利于东盟国家自身科学技术的进步,并促进了东盟国家主动向外进行对外贸易投资,且在很大程度上解决了东盟国家内部的就业问题,推动了人均GDP的发展,不仅有利于当地人民技术水平与素质的提高,更大程度上推动了经济发展。消极作用反面,不可忽略的,大幅度吸引外国资本也在某些方面会对东盟国家的发展产生一定的消极影响。其中,过度吸引外国投资,容易阻碍自身的民族经济,民族经济占国民经济的份额弱小,也会对国家自身的经济安全产生一定的威胁。外国资本与东盟经济存在的收支逆差,也对东盟国家的资本流动不利。另外产业结构的不平衡发展,以及区域发展的失衡,或者过分依赖外资,使得外资过度膨胀,都对东盟国家自身的经济发展起到一定阻碍作用。文章的最后,第四个章节对东盟国家应对利用外资的消极影响,提出了解决对策。尽管东盟国家在利用外资过程中曾经屡屡碰壁,但外资对东盟国家的经济发展的引擎作用功不可没,未来东盟各国在加强区域合作的同时仍会一如既往的实施积极利用外资的政策,短期之内不会大幅度缩减对外资的利用,各国会根据自身经济条件而在外资政策上作出相应的调整,提出更高效的利用外资的方法,使其经济水平呈稳定上升趋势,也使东盟国家的经济前景整体呈现一派繁荣的景象,合理利用外资将会东盟国家经济迎来更高阶段。

The paper is mainly divided into four chapters. The first chapter mainly introduces the purpose and significance of this thesis, and analyzes the current situation of ASEAN's economic development and the current situation of foreign investment.
The second chapter focuses on the history of the ASEAN countries, the use of foreign capital in stages is discussed.
