基于PPP视角的保障性住房融资模式研究

【摘要】:随着我国经济的不断发展,城市化进程的不断加快,住房保障成为民众最关注的问题,政府大力推进保障性住房的建设,以使其成为解决我国中低收入群体住房困难的有效途径。保障性住房的建设需要大规模的资金投入,需要持续稳定的资金来源为其顺利建设提供保障。然而,由于保障性住房具有公益性、福利性等特点,其开发资金主要依靠政府投入,庞大的资金需求加大了政府的财政压力,资金缺口成为制约保障性住房建设的瓶颈。在我国20年的保障性住房发展中,政府已经意识到这一问题的重要性,并试图寻找有效的融资模式,在十八届三中全会上也对未来保障性住房建设中政府将扮演的角色进行了分析,各地也在相应的寻找有效的方法,确保保障性住房建设的顺利发展。 本文对我国保障性住房的类别和制度、现行的保障性住房融资模式进行了梳理,分析了这些融资方式在运行中存在的问题,提出了Public Private Partnership(简称PPP)融资模式,通过与我国现行融资模式的对比研究,发掘其在应对保障性住房融资渠道单一等问题上具有优势,其特点对缓解现有的资金瓶颈问题中具有效果。此外,本文还分析了英国、香港、瑞典在保障性住房中运用PPP模式的实践案例,借鉴了国内外的经验,来模拟了保障性住房PPP融资模式中各参与主体的职能及其相互关系,建立了PPP融资模式运作于我国保障性住房建设的具体流程,,并预测了运行中可能面临的问题,提出有针对性的完善措施,确保PPP融资模式的成功运行。
[Abstract]:With the continuous development of our economy and the acceleration of urbanization, housing security has become the most concerned issue for the public. The government has vigorously promoted the construction of affordable housing. In order to make it an effective way to solve the housing difficulties of low and middle income groups in our country, the construction of affordable housing needs large-scale investment, and it needs a steady and sustainable source of funds to guarantee its smooth construction. Because affordable housing has the characteristics of public welfare and welfare, its development funds mainly depend on government investment, and the huge demand for funds has increased the financial pressure of the government. The financing gap has become the bottleneck restricting the construction of affordable housing. In the 20 years of the development of affordable housing in China, the government has realized the importance of this problem and tried to find an effective financing model. At the third Plenary session of the 18th CPC Central Committee, the role that the government will play in the construction of affordable housing in the future is also analyzed, and the corresponding effective methods are being found in various places to ensure the smooth development of the construction of affordable housing. In this paper, the classification and system of affordable housing in China, the current financing models of affordable housing are combed, the problems in the operation of these financing methods are analyzed, and the financing mode of Public Private Partnership is put forward. Through the comparative study with the current financing mode of our country, this paper explores its advantages in dealing with the problem of single financing channel of affordable housing, and its characteristics have effect on alleviating the existing capital bottleneck problem. In addition, this paper also analyzes the UK, Hong Kong, Sweden in the affordable housing in the use of PPP model practice cases, drawing on domestic and foreign experience, to simulate the role of the various participants in the affordable housing PPP financing model and their mutual relations. This paper establishes the concrete flow of PPP financing mode in the construction of indemnificatory housing in our country, predicts the problems that may be faced in the operation, and puts forward some pertinent measures to ensure the successful operation of the PPP financing model.
