节能环保产业融资租赁模式研究

【摘要】：发展节能环保产业具有重要意义和广阔前景，预计“十二五”末，节能环保产业总产值将达到4.5万亿元，但融资难问题困扰着节能环保产业发展。融资租赁作为一种新兴的融资模式，近年来在国内获得快速发展，2012年已经达到1.55万亿元的规模。具有渠道丰富、方式灵活、节约税负、优化报表、促进销售等功能，非常适用于节能环保产业的大批企业。在节能环保领域，不少业务需要金融支持，锅炉窑炉节能、电机及拖动设备系统节能、余热余压利用、节能产品、节能服务产业；资源循环利用产业；污水处理、垃圾处理、大气污染控制、危险废物与土壤污染治理、监测设备方向等都有较大资金需求，且有国家政策支持，设备具有较好通用性，有较大市场作为支撑，适合融资租赁业务开展。但目前，很少有融资租赁公司在节能环保产业开展业务。本文通过调查、访谈、资料调阅等方法，对节能环保产业融资租赁业务开展的政策法规、市场环境、业务开展情况、成功案例等现状进行调研和分析，，分析节能环保产业融资租赁业务开展较少的原因，挖掘制约融资租赁业务开展的问题和障碍，提出进一步促进融资租赁业务在节能环保产业广泛开展的政策建议及市场策略。
[Abstract]:It is expected that the total output value of energy-saving and environmental protection industry will reach 4.5 trillion yuan at the end of the 12th Five-Year Plan, but the problem of financing is difficult to hinder the development of energy saving and environmental protection industry.As a new financing model, financial leasing has developed rapidly in China in recent years, reaching 1.55 trillion yuan in 2012.It has the functions of rich channels, flexible way, saving tax burden, optimizing report forms and promoting sales. It is very suitable for a large number of enterprises in energy saving and environmental protection industries.But at present, there are few financial leasing companies in the energy-saving and environmental protection industry to carry out business.Through investigation, interview, data retrieval and other methods, this paper investigates and analyzes the current situation of the policies and regulations, market environment, business development, successful cases, etc., of the finance leasing business of energy-saving and environmental protection industries.
