成都市保障性住房分配管理案例研究

【摘要】：自1998年出现保障性住房开始,发展到现在,我国的保障性住房体系已经日趋成熟,形成了廉租住房、经济适用住房、公共租赁住房、限价商品住房四大类保障性住房,切实解决大批中低收入者的住房问题,为保障民生起到了较好的作用,人民群众得到了实惠。但是与此同时,保障性住房在分配管理上出现了一定的不足和问题,迫切需要我们进行思考和研究。本文以成都市为例,对两个已经完工分配的保障性住房项目进行具体解剖,发现存在一些问题,分析了这些问题形成的原因,提出了有针对性的建议,对其他地区的保障性住房分配管理得出了启示。本文主要内容为:第一部分是绪论,提出了问题,介绍了研究的背景、国内外研究现状、研究的目的、意义、理论基础、内容、方法。第二部分介绍了保障性住房的概念和种类,描述了成都市保障性住房分配管理研究来源,选取了成都市已经完成分配工作的两个保障性住房项目进行解剖,指出了关键性要素是保障性住房的分配对象资格审核管理、分配方式管理、分配价格管理,指出了成都市在保障性住房分配管理方面的问题和典型性。第三至五部分对成都市保障性住房分配对象资格审核管理、分配方式管理、分配价格管理三个关键性要素进行重点分析,得出成都市保障性住房分配管理存在审核机制不健全、分配方式未完全实现公平、分配价格制定未引入社会监督的问题,并分析了问题形成的原因,主要是各部门掌握的信息未实现共享,公示存在局限性,骗取保障性住房的违法成本太低,计分因素设置不完整,计分方式未体现公开透明,摇号方式未考虑分配对象具体困难等等。针对这些问题,论文提出了对策建议。第六部分提出了本论文研究的案例对其他地区保障性住房分配管理的启示。第七部分得出案例研究的结论。
[Abstract]:From the beginning of the emergence of affordable housing in 1998, to the present, our country's affordable housing system has become more and more mature, forming four categories of affordable housing, affordable housing, public rental housing, limited price commodity housing.To solve the housing problem of a large number of low-and middle-income people has played a better role in protecting people's livelihood.But at the same time, there are some deficiencies and problems in the allocation and management of the indemnificatory housing, so we need to think and study urgently.Taking Chengdu as an example, this paper dissects two completed and distributed affordable housing projects, finds some problems, analyzes the causes of these problems, and puts forward some targeted suggestions.For other areas of affordable housing allocation management has drawn inspiration.The main contents of this paper are as follows: the first part is the introduction, which puts forward the questions, introduces the background of the research, the present situation of the research at home and abroad, the purpose, significance, theoretical basis, content and method of the research.The second part introduces the concept and types of affordable housing, describes the source of research on the allocation and management of affordable housing in Chengdu, and selects two affordable housing projects that have completed the distribution work in Chengdu for dissection.This paper points out that the key elements are the qualification examination management, distribution mode management and distribution price management of the distributive object of the indemnificatory housing, and points out the problems and typicalities in the management of the affordable housing distribution in Chengdu.The third to fifth parts focus on the three key elements of the qualification audit management, the distribution mode management and the distribution price management of the affordable housing allocation object in Chengdu, and draw the conclusion that the audit mechanism of the affordable housing allocation management in Chengdu is not perfect.The distribution mode has not completely realized the fairness, the allocation price has not introduced the social supervision question, and has analyzed the reason which the problem forms, mainly because the information held by the various departments has not been shared, the publicity has the limitation,The illegal cost of obtaining indemnificatory housing is too low, the setting of scoring factors is not complete, the scoring method is not transparent and public, the method of shaking number does not consider the specific difficulties of distribution objects, and so on.In view of these problems, the paper puts forward countermeasures and suggestions.In the sixth part, the author puts forward the inspiration of the case study to the allocation and management of affordable housing in other regions.The seventh part draws the conclusion of the case study.
