路线价法在江汉区商业用地基准地价评估中的运用

【摘要】:随着房地产市场的日益繁荣,基准地价在市场交易与城市发展过程中所起到的作用越来越大。通过商业用地基准地价可以宏观控制地价、快速评估土地价格、征收土地税、引导土地产权流转,制定协议出让国有土地使用权最低价等。为了确保商业用地基准地价的准确性,,在土地市场发生变化或影响土地价格的因素发生变化后,必须对地价进行重新评估,更新商业用地基准地价成果。基准地价评估工作量较大,而路线价法能够快速评估大量土地,因此在进行基准地价评估时,是非常适宜的一种方法。如何确定路线价法中两个最重要的部分——路线价和深度指数,使得路线价法在评估商业用地基准地价时能够做到快速而且准确是现实中需要解决的问题。 本文以湖北省武汉市江汉区为例,使用路线价法对其商业用地基准地价进行评估。文章首先简单介绍了国内外商业用地基准地价评估和路线价法的发展现状,以及商业用地基准地价评估的含义、原理、原则和评估方法,重点介绍了路线价法评估商业用地基准地价的实现步骤;然后分析了商业用地基准地价影响因素,包括一般因素、区域因素和个别因素。通过对土地价格影响因素分析,为下章节确定各种修正参数做出铺垫;最后是武汉市江汉区商业用地基准地价评估的估价过程。按照路线价法评估商业用地基准地价的实现步骤,将全区进行土地分级,在分级的基础上选取路线价区段,确定标准宗地,构建深度指数函数,选择可比交易案例,修正确定路线价,利用Arcgis软件计算得出基准地价。
[Abstract]:With the prosperity of real estate market, benchmark land price plays a more and more important role in the process of market transaction and urban development.The standard land price of commercial land can be controlled macroscopically, land price can be evaluated quickly, land tax is collected, land property right is transferred, agreement is made to transfer the lowest price of the right to use state-owned land, and so on.In order to ensure the accuracy of the commercial land standard land price, after the land market changes or the factors affecting the land price change, the land price must be reassessed to update the commercial land standard land price results.The workload of benchmark land price assessment is large, and the route price method can quickly evaluate a large amount of land, so it is a very suitable method in the evaluation of benchmark land price.How to determine the two most important parts of the route pricing method-route price and depth index, so that the route price method can evaluate the commercial land price quickly and accurately is the problem that needs to be solved in reality.Taking Jianghan District, Wuhan City, Hubei Province as an example, this paper uses route pricing method to evaluate the base land price of commercial land.Firstly, the paper briefly introduces the development status of commercial land price assessment and route pricing method, as well as the meaning, principle, principle and evaluation method of commercial land base land price evaluation.The paper mainly introduces the realization steps of commercial land standard land price evaluation by route pricing method, and then analyzes the influencing factors of commercial land base land price, including general factors, regional factors and individual factors.Through the analysis of the influencing factors of land price, it lays the groundwork for the next chapter to determine the various revised parameters; finally, the evaluation process of commercial land benchmark land price evaluation in Jianghan District of Wuhan City.According to the route price method to evaluate the realization steps of commercial land benchmark land price, the whole area is classified into land levels, and on the basis of the classification, the route price section is selected, the standard land is determined, the depth index function is constructed, and the comparable transaction cases are selected.Fixed line price, using Arcgis software to calculate the benchmark land price.
