中国农业发展银行鄂尔多斯市分行信贷业务发展策略研究

【摘要】：中国农业发展银行作为我国唯一的一家农业政策性银行,建行以来长期贯彻国家政策方针加大对农村、农民、农业的支持力度,对城乡一体化进程的推进做出了重要的贡献,逐步形成了全面的、多领域的支农格局。在2014年国务院根据农业发展实际做出了农发行改革的决定,农发行借此迎来了新的发展契机。国家为农发行确立几大经营使命:明确政策属性、坚持对“三农”发展支持、遵守银行业发展规范、为国家粮食安全贡献自己的力量、助力脱贫致富、为城乡一体化发展和国家安全作出努力。中国农业发展银行鄂尔多斯市分行是农发行业务发展的窗口和前线,其建设发展的情况,直接关系到农发行改革发展和落实支农使命的成败。然而受全国经济下行和鄂尔多斯区域性经济危机的影响,该行贷款客户接连发生贷款逾期和欠息现象,持续形成新增不良且呈高发态势,面临的风险防控形势日趋严峻、压力越来越大,导致该行管理层对新业务发展存在畏难情绪,近几年除了发放一些没有风险的政策性粮食收购贷款外,其他支农业务几乎停滞不前。为更好适应农发行的改革发展,鄂尔多斯市分行急需找出自身信贷业务发展中的问题所在,清晰找出能够持续发展的战略和策略,使国家的支农政策和农发行总行的战略规划在鄂尔多斯得到有效的落实。本文将通过分析农发行鄂尔多斯市分行近几年信贷业务的发展情况,找出问题所在,并通过态势分析法(SWOT分析法)得出该行在当前的内外部环境下业务发展策略,以便对该行今后信贷业务发展提供借鉴。
[Abstract]:The Agricultural Development Bank of China, as the only agricultural policy bank in China, has made important contributions to the advancement of the urban-rural integration process through the long-term implementation of the national policy guidelines to increase the support for rural areas, farmers and agriculture. Gradually formed a comprehensive, multi-field pattern of support for agriculture. In 2014, the State Council made the decision to reform the Agricultural Development Bank according to the actual agricultural development, so the Agricultural Development Bank ushered in a new development opportunity. The state has established several major business missions for the Agricultural Development Bank: clear policy attributes, persist in supporting the development of agriculture, rural areas and farmers, abide by banking development norms, contribute their own strength to national food security, and help to extricate themselves from poverty and become rich. Efforts will be made to integrate urban and rural development and national security. The Ordos branch of Agricultural Development Bank of China is the window and front line of the development of Agricultural Development Bank of China. The construction and development of the branch is directly related to the success or failure of the reform and development of Agricultural Development Bank and the implementation of the mission of supporting agriculture. However, under the influence of the national economic downturn and the regional economic crisis in Ordos, the bank's loan customers continue to experience overdue loans and outstanding interest rates, which continue to form a new bad and high incidence situation, and the situation of risk prevention and control is becoming increasingly serious. The pressure is mounting, leaving the bank's management fearful of new operations, which have stagnated in recent years, with the exception of riskless loans for policy food acquisitions. In order to better adapt to the reform and development of the Agricultural Development Bank, Ordos Branch urgently needs to find out the problems in the development of its credit business, and clearly find out the strategy and strategy for sustainable development. The policy of supporting agriculture and the strategic plan of Agricultural Development Bank are effectively implemented in Ordos. This paper will analyze the development of credit business in Ordos Branch of Agricultural Development Bank in recent years, find out the problem, and get the business development strategy of this bank under the current internal and external environment through the SWOT analysis method of situation analysis. In order to provide reference for the bank's future development of credit business.
