芜湖市保障房的现状与需求预测

【摘要】：我国市场体制改革给整个房地产业带来了巨大的动力。居民居住条件在不断改善的同时，也推动了房地产价格，，带来的直接后果就是中低收入人群无法负担过高的房价。针对这种局面，2007年国务院印发了《关于解决城市低收入家庭住房困难的若干意见》，由此正式拉开了由政府供应保障性住房来解决当前居民住房困难的序幕。从目前实施的情况来看，政府所供应的保障房无论从质量和数量上都无法满足中低收入人群的住房需求。正是在这样的背景下，本文通过对芜湖市保障性住房现状的分析以及未来三年对保障性住房的需求预测来为政府解决保障性住房供给问题提供决策依据。本文通过构建芜湖市保障房需求预测的模型来分析和预测未来三年芜湖市保障性住房的需求量。笔者结合相关保障房政策以及对发达国家住房保障体系的研究，发现了我国保障房供给中存在的一些问题，并结合我国国情提出了一些合理的建议。
[Abstract]:The market system reform of our country has brought great impetus to the whole real estate industry. At the same time, the living conditions of residents have been improved, but also promoted the real estate prices, the direct result is that the low and middle income people can not afford too high house prices. In view of this situation, in 2007, the State Council issued several opinions on solving the housing difficulties of low-income families in cities, which officially opened the prelude of providing affordable housing by the government to solve the housing difficulties of current residents. In terms of current implementation, the indemnificatory apartment provided by the government cannot meet the housing needs of low- and middle-income people in terms of both quality and quantity. It is in this context that this paper analyzes the current situation of affordable housing in Wuhu city and forecasts the demand for affordable housing in the next three years to provide the decision basis for the government to solve the problem of affordable housing supply. This paper analyzes and forecasts the demand for affordable housing in Wuhu city in the next three years by constructing the model of indemnificatory apartment demand forecasting in Wuhu city. In combination with the relevant indemnificatory apartment policies and the research on housing security system in developed countries, the author finds out some problems existing in the supply of indemnificatory apartment in China, and puts forward some reasonable suggestions according to the situation of our country.
