吉林省汽车租赁行业管理问题研究

【摘要】：伴随着国民经济的迅猛发展和人民生活水平的普遍提高，汽车租赁这一新型消费方式，，已经使人民群众的生活发生了极大改变。作为道路运输业的辅助服务项目之一，汽车租赁不仅有效地配置了车辆资源，实现了与铁路、民航、水路等运输方式的有效衔接,而且促进了节能减排，推动了汽车产业、金融保险业、旅游业的发展。当前，我国汽车租赁业如雨后春笋般迅猛发展，但仍处于粗放式发展阶段，在行业管理和发展过程中也存在一些矛盾和问题。服务水平低、企业规模小、网络化发展不足、市场秩序不规范等种种问题，甚至出现大量诈骗租赁汽车等犯罪行为，对社会稳定造成了一定冲击。以上问题正暴露出行业管理存在诸多问题亟需解决。笔者撰文的目的是探讨政府和行业管理部门应该采取的手段和措施，加强监督管理，促进行业发展。本文通过借鉴国内外发达国家和大城市汽车租赁行业管理经验，从法律依据、组织管理权限、管理模式等方面对吉林省汽车租赁行业管理现状进行了研究，提出了汽车租赁行业管理上主要存在的政策法规不完善、发展目标不明确、网络化程度低、经营管理不规范等具体问题。笔者认为政府和行业管理部门必须站在促进经济社会发展、维护消费者合法权益、扶持行业健康发展这一立足点，尽快制定和完善法律法规，加大引导扶持力度，实施市场准入，强化行业监管等措施，以解决我省汽车租赁行业发展难题，实现行业稳步健康发展。
[Abstract]:With the rapid development of the national economy and the general improvement of the people's living standards, car rental, a new type of consumption, has greatly changed the lives of the people. As one of the auxiliary service items of road transportation, car rental not only effectively allocates vehicle resources, realizes the effective connection with railway, civil aviation, waterway and other transportation modes, but also promotes energy saving and emission reduction, and promotes the automobile industry. The development of finance, insurance and tourism. At present, the automobile leasing industry in China is developing rapidly, but it is still in the extensive development stage, and there are some contradictions and problems in the process of industry management and development. The low level of service, the small scale of enterprises, the lack of network development, the irregular market order and other problems, even a large number of criminal acts such as fraud, rental car, have caused a certain impact on social stability. The above problems are exposed that there are many problems in industry management that need to be solved. The purpose of this paper is to probe into the means and measures that should be taken by the government and the trade management department to strengthen the supervision and management and to promote the development of the industry. Based on the experience of domestic and foreign developed countries and big cities, this paper studies the current situation of automobile rental industry management in Jilin Province from the aspects of legal basis, organization management authority, management mode and so on. This paper puts forward some specific problems such as imperfect policies and regulations, unclear development objectives, low network level and non-standard operation and management in the management of automobile rental industry. The author believes that the government and the administrative departments of the industry must stand on the standpoint of promoting economic and social development, safeguarding the legitimate rights and interests of consumers, supporting the healthy development of the industry, formulating and perfecting laws and regulations as soon as possible, and increasing guidance and support. In order to solve the problem of automobile rental industry development in our province and realize the steady and healthy development of the industry, market access and industry supervision should be implemented.
