基于土地流转的农地经营权抵押贷款违约风险影响因素研究

【摘要】:随着我国步入农业供给侧结构改革的新时期,农业结构调整和转型升级成为农村经济新的发展趋势,以市场为导向开展土地流转,从而推动农地经营权抵押贷款工作的开展也成为推动农村融资方式、融资结构转变的的又一创新举措。当前我国土地流转加速推进,土地的“三权分置”1使得农地经营权具有了流动性,土地的经济价值被重新激活,在此基础上,国家出台了一系列相关政策,引导农地经营权抵押贷款在各地试点。然而,在此过程中农地经营权抵押贷款违约风险问题不容忽视,农地经营权抵押贷款违约风险的存在制约了农地经营权抵押贷款试点的进一步展开。因此,研究基于土地流转的农地经营权抵押贷款违约风险的影响因素,对于控制农地经营权抵押贷款违约风险,提高金融机构放贷效率,稳定农村金融环境,盘活农村土地资源,从而推进我国土地流转市场化进程都有重要意义。本文利用在宁夏平罗县、重庆开县和陕西眉县三个地区的农地经营权抵押贷款的问卷调查数据,运用二元logit模型和边际效应分析方法对农地经营权抵押贷款违约风险的影响因素进行了实证分析。首先,将农户分成土地流入的农户和土地未流入的农户两组,运用二元logit模型分别进行回归,对比两组农户的农地经营权抵押贷款违约风险的影响因素;其次,对土地流入农户运用边际效应分析方法,具体分析农地经营权抵押贷款违约风险的影响因素对农户违约风险的影响程度。实证发现,土地流转规模、参与农业保险情况、储蓄水平、农业收入、非农收入、总支出、贷款用途、贷款金额、土地流转市场发达程度、土地价值评估体系是否健全、经营方式对土地流入农户的违约率存在显著影响,其他因素未表现出明显影响;参与农业保险情况、地理位置、土地价值评估体系的认知对土地未流入农户的贷款违约率有显著影响,其他因素则没有明显影响。根据实证结果总结得出如下研究结论:第一,土地流入与农户违约负相关;第二,参与农业保险是影响违约风险的主要因素;第三,农户对土地流转的认知对违约风险具有重要影响;第四,借款人经济能力对违约风险影响显著。本文在得出以上研究结论的基础上,提出了农地经营权抵押贷款违约风险控制的对策建议,以此推动农地经营权抵押贷款违约风险的审慎防控。第一,鼓励土地流入,推动土地规模化流转;第二,构建“农业保险+多重风险评估”的风险保障机制;第三,建立违约风险分层控制体系,包括对借款人、金融机构、其他担保方的违约风险分担体系,形成层层问责的机制;第四,重建贷后风险实时监测体系。
[Abstract]:With our country entering the new period of agricultural supply side structure reform, agricultural structure adjustment and transformation and upgrading have become the new development trend of rural economy. Market oriented development of land circulation, thus promoting the development of land management right mortgage work has also become an innovative measure to promote rural financing and the transformation of financing structure. In the former China, the land circulation accelerated and the land "three rights division" 1 made the land management right with liquidity, the economic value of land was reactivated. On this basis, the state issued a series of relevant policies to guide the land management right mortgage in various places. The risk problem can not be ignored. The existence of the mortgage default risk of the farmland management right has restricted the further expansion of the pilot of the land management right mortgage. Therefore, the research on the factors affecting the default risk of the land management right mortgage based on the land circulation is to control the default risk of the land management right mortgage and improve the lending efficiency of the financial institutions. In order to stabilize the rural financial environment and reactivate the rural land resources, it is of great significance to promote the market process of land transfer in China. This paper uses the questionnaire survey data of the farmland management right mortgage in three regions of Pingluo County, Chongqing, Ningxia, Kaixian and Shaanxi Mei County, and carries out the two yuan model and the marginal effect analysis method to the agricultural land. The factors affecting the default risk of the mortgage loan are analyzed. First, the farmers are divided into two groups of farmers and farmers who have not been inflow to the land, and the two yuan logit model is used for the regression to compare the risk factors of the two groups of farmers' land management right mortgage default risk. Secondly, the land inflow to the farmers is used. The method of marginal effect analysis is used to analyze the influence degree of the factors affecting the default risk of the mortgage loan of farmland management. It is found that the scale of the land transfer, the scale of the land transfer, the agricultural insurance, the level of savings, the agricultural income, the non agricultural income, the total expenditure, the use of the loan, the loan amount, the developed degree of the land circulation market, land Whether the value evaluation system is sound, the management mode has a significant impact on the default rate of the land inflow to the farmers, and the other factors have not shown obvious influence. The cognition of participation in agricultural insurance, geographical location and land value evaluation system has significant influence on the loan default rate of the land inflow to the farmers, and the other factors have no obvious influence. The empirical results are summarized as follows: first, land inflow is negatively related to farmers' breach of contract; second, participation in agricultural insurance is the main factor affecting the risk of breach of contract; third, farmers' cognition of land transfer has an important impact on the risk of breach of contract; fourth, the borrower's economic ability has a significant impact on the risk of breach of contract. On the basis of the research conclusions, this paper puts forward the countermeasures and suggestions for the control of the default risk of the land management right mortgage, in order to promote the prudent prevention and control of the default risk of the farmland management right mortgage. First, encourage the land inflow and promote the scale of the land transfer; second, construct the risk guarantee mechanism of the "agricultural insurance + multiple risk assessment"; third, Set up a delamination control system for default risk, including the default risk sharing system for borrowers, financial institutions and other guaranty parties, forming a layer of accountability mechanism; fourth, reconstructing the real-time monitoring system for the post loan risk.
