【摘要】：保障性住房的分配监管工作,作为保障性住房运行阶段的核心工作,它决定着保障性住房实施的效果和住房保障目标的完成。沈阳市尽管出台了一系列的保障性住房政策制度,但由于在准入条件、分配程序、退出机制、监管机制、制度保障等方面的不完善,使得沈阳市保障性住房制度在分配监管环节出现了很多的问题。所以,沈阳市保障性住房分配监管工作还需要进一步完善。本文以沈阳市保障性住房分配监管体系为研究对象,在阐述保障性住房相关理论和分析国内外现状的基础上,回顾了沈阳市保障性住房的发展历程,从准入及分配、退出、监督管理和政策法规等四个方面分析了沈阳市保障性住房分配监管工作的现状,指出了沈阳市在保障性住房房源的分配和退出,保障性住房在分配、使用和退出过程中的监督管理,以及保障分配、退出和监管等工作的制度设计上存在的问题,阐述了构建沈阳市保障性住房分配监管体系的必要性。对应沈阳市保障性住房在分配监管中存在的问题,从保障性住房的分配、退出、监督管理和制度保障四个方面,设计了沈阳市保障性住房分配监管体系,构建了包括保障性住房信息公开制度、申请者准入机制、申请者资格审核机制、申请者信息公示机制、保障性住房房源分配机制以及申请者信息登记制度的保障性住房分配体系；设计了涵盖保障性住房退出标准的设计、退出的奖惩机制、主动退出机制、强制退出机制和再分配机制的保障性住房退出机制；从监管主体与监管对象的确定、监管方式的选择、监管过程和监管职责、监管责任的追究等方面构建了保障性住房的监督管理机制；最后,从保障性住房分配监管的顶层制度设计和基础制度建设两个层次构建了沈阳市保障性住房分配监管的制度保障体系,并阐述了沈阳市保障性住房分配监管体系的运作程序。在构建沈阳市保障性住房分配监管体系的基础上,通过分析影响保障性住房申请者住房需求程度的因素,从申请者家庭自然状况、家庭收入及财产状况、家庭消费及支出状况和家庭住房状况等四个方面,建立了保障性住房申请者住房需求度评价指标体系,构建了基于保障性住房需求度的房源分配模型,从定量的角度对各保障性住房申请者的住房需求度进行优选排序,根据排序结果确定房源分配的先后顺序,克服了以往保障性住房房源分配采用抽签摇号等不科学不合理分配方法的缺陷,并通过实例分析,证明了分配模型的科学合理性和客观有效性。本文的创新点包括：从分配、退出、监督管理和制度保障等四个方面构建了沈阳市保障性住房的分配监管体系,为沈阳市进一步完善保障性住房分配监管工作提供了依据。提出了保障性住房需求度的概念,构建了基于保障性住房需求度的房源分配模型,使保障性住房房源分配方法更加科学合理。
[Abstract]:As the core work of the operation stage of the indemnificatory housing, the distribution supervision of the indemnificatory housing determines the effect of the implementation of the indemnificatory housing and the completion of the housing security target. Although Shenyang has introduced a series of affordable housing policy systems, due to the imperfections in access conditions, distribution procedures, exit mechanism, supervision mechanism, system protection, etc. So that Shenyang affordable housing system in the allocation of supervision links appeared a lot of problems. Therefore, Shenyang indemnificatory housing distribution supervision work needs to be further improved. This paper takes the supervision system of affordable housing distribution in Shenyang as the research object, on the basis of expounding the relevant theories of affordable housing and analyzing the present situation at home and abroad, reviews the development course of the affordable housing in Shenyang, from the access, distribution, withdrawal. This paper analyzes the current situation of supervision and supervision of the distribution of affordable housing in Shenyang from four aspects, such as supervision and management, and policies and regulations, and points out that the allocation and withdrawal of housing resources in Shenyang, and the distribution of affordable housing in Shenyang, The problems in the design of supervision and management in the process of use and withdrawal, as well as in the system design of security distribution, withdrawal and supervision, are discussed. The necessity of constructing the supervision system for the allocation of affordable housing in Shenyang is expounded. According to the problems existing in the distribution and supervision of the indemnificatory housing in Shenyang, this paper designs the supervision system of the distribution of the indemnificatory housing in Shenyang from four aspects: the distribution of the affordable housing, the withdrawal, the supervision and management and the system guarantee. Including the public housing information system, the applicant access mechanism, the applicant qualification examination mechanism, the applicant information publicity mechanism, Affordable housing source distribution mechanism and applicant information registration system of affordable housing allocation system; designed including the design of affordable housing exit standards, exit reward and punishment mechanism, active withdrawal mechanism, Compulsory withdrawal mechanism and redistributive mechanism of indemnificatory housing withdrawal mechanism; from the determination of the main body and object of supervision, the choice of supervision mode, the process of supervision and the responsibility of supervision, The supervision and management mechanism of the indemnificatory housing is constructed in the aspects of the investigation of the supervision responsibility and so on. Finally, From the top level system design and basic system construction of the supervision of affordable housing distribution, this paper constructs the institutional security system of the supervision of the distribution of affordable housing in Shenyang, and expounds the operating procedures of the supervision system of the allocation of affordable housing in Shenyang. On the basis of constructing the supervision system of housing distribution in Shenyang, this paper analyzes the factors that affect the housing demand of the applicants, including the natural condition of the applicant's family, the family income and the property condition. Based on the four aspects of household consumption and expenditure status and family housing status, this paper establishes the evaluation index system of housing demand degree of the applicants for affordable housing, and constructs a housing source distribution model based on the degree of affordable housing demand. From a quantitative point of view, the degree of housing demand of the applicants for affordable housing is selected and sorted, and according to the ranking results, the order of housing allocation is determined. This paper overcomes the defects of the previous unscientific and unreasonable allocation methods such as drawing lots and so on, and proves the scientific rationality and objective validity of the allocation model. The innovation of this paper includes four aspects: distribution, withdrawal, supervision and management, and system guarantee. The system of distribution and supervision of affordable housing in Shenyang is constructed, which provides the basis for the further improvement of supervision of the allocation of affordable housing in Shenyang. This paper puts forward the concept of the degree of demand for affordable housing, and constructs a model of the allocation of housing resources based on the degree of demand for affordable housing, which makes the method of allocation of housing resources more scientific and reasonable.
