成都市养老地产项目CCRC模式分析

【摘要】:中国目前已发展成为世界第二大经济体,其中的重要推动力之一即是来自此前二十年的人口红利,然而,近十年来,中国社会整体步入老龄化阶段,且部分地区呈现出老龄化速度逐渐加快的现象,由此导致劳动力资源减少、社会老龄抚养比上升,与发达国家相比具有显著优势的人口红利逐步丧失,须加快经济结构转型和创新经济增长点;与此同时,中国的老龄化进程还受到历史政策的调控作用影响,年龄结构转变较为急剧,针对庞大老龄人口的养老经济基础和各方面配套尚未完全建立,社会养老负担繁重。 成都作为西部省会城市,老龄化程度深,但经济发展水平仍远落后于一线城市,呈现出典型的“未富先老”危机,为应对社会老龄化带来的多重压力,本文以成都养老地产行业作为突破口,研究如何整合房地产、金融等资源从而开拓新的养老模式的,既减轻社会养老负担的同时,也建立起新的经济增长方式。 本文主要采用了文献研究法、案例法和数据统计法等研究方法,对大量文献、数据进行查阅、整理,并对本地养老地产个案进行了实地调研。通过对本地养老地产市场空间的定性和定量分析、现有政策环境的解读,以及对国内外养老地产项目CCRC运营模式的研究,寻求出可供成都市场从业者参考及借鉴的模式框架和关键因素,协助其实现养老地产项目的功能性、盈利性、社会性和可持续发展性;此外,还对成都养老地产目标受众的背景和消费能力进行了剖析,重点分析了将于2014年展开试点的“以房养老”制度的内涵,以及该制度作为养老资金来源的利弊。 “银发浪潮”的趋势不可逆转,但其究竟将发展为“危机”还是“契机”则源于业界、学界对与老龄化相关领域的积极探索和研究,以及政府针对这一社会发展趋势所进行的政策环境改善。
[Abstract]:At present, China has developed into the world's second largest economy, one of the important driving forces of which is the demographic dividend from the previous two decades. However, in the past decade, the Chinese society as a whole has entered an aging stage. In some areas, the aging rate is gradually accelerating, which leads to the decrease of labor resources, the increase of social old-age dependency ratio, and the loss of the demographic dividend, which has significant advantages compared with developed countries. At the same time, the aging process in China is also affected by the regulatory role of historical policies, and the change in age structure is relatively rapid. For the large aged population, the economic base and various aspects of supporting has not been fully established, the burden of social old-age care is heavy. Chengdu, as the capital city of the west, has a deep aging degree, but the level of economic development still lags far behind that of the first-tier cities. It presents a typical crisis of "aging before getting rich", and it has brought many pressures to cope with the aging of the society. In this paper, Chengdu pension real estate industry as a breakthrough, research on how to integrate real estate, finance and other resources to open up a new pension model, not only to reduce the burden of social pension, but also to establish a new economic growth mode. This paper mainly adopts the methods of literature research, case law and data statistics, to consult and organize a large number of documents and data, and to carry out field investigation on the local pension real estate cases. Through the qualitative and quantitative analysis of the local pension real estate market space, the interpretation of the existing policy environment, as well as the study of the domestic and foreign pension real estate project CCRC operation model, To find out the model framework and key factors for Chengdu market practitioners to refer to and to help them achieve the functional, profitable, social and sustainable development of pension real estate projects; This paper also analyzes the background and consumption ability of the target audience of Chengdu's pension real estate, focusing on the connotation of the "housing for the aged" system, which will be carried out in 2014, and the advantages and disadvantages of the system as a source of pension funds. The trend of "silver hair wave" is irreversible, but whether it will develop into "crisis" or "opportunity" comes from the industry. And the government in response to this social development trend of policy environment improvement.
