【摘要】:我国目前经济形势稳定,整体经济势头良好,处于快速发展阶段,人民生活水平水平稳步提高,居民生活用水和工业用水量逐步增大,污水处理行业迎来快速发展,处于上升期。这其中以污水处理能力扩张迅速、处理率提高、处理量快速增大为主要表现形式。而随着人口的增长,由于水资源的日益稀缺,污水处理行业的整体市场需求将呈持续扩大的趋势。我国作为相对缺少淡水的国家,政府从政策、法律法规建设层面大力推动水污染整治、节能减排和对水资源的循环利用等,水处理行业有强力的政策支撑,前景一片向好。中节能水务发展有限公司(以下简称中节能水务)是中国节能环保集团的全资二级子公司,专注水务板块,是为布局水务发展、获取更大市场份额成立的水务投资公司。按照中国节能对于中节能水务的定位,中节能水务业务着力在市政污水、大工业废水、海水淡化、流域治理、土壤修复等业务领域进行投资、建设、运营及综合服务。BOT(Build-Operate-Transfer,即建设-运营-移交)模式是指国家或地方政府部门通过特许经营权协议的形式,把公共基础设施项目的投融资、建造、经营和维护交付给授予签约方。BOT模式在我国水务行业得到了较为广泛的应用。作为投资型水务公司,中节能水务将BOT作为主要的项目运作模式,目前中节能水务下属的中节能燕龙(北京)水务有限公司(以下简称燕龙公司)、中节能运龙(北京)水务科技有限公司(以下简称运龙公司)均为采用BOT模式与地方政府达成特许经营协议成立的项目公司,其人力资源配置问题也随着建设期的深入与转入运营产生了一些问题。尤其是于2014年初成立的燕龙公司,其人力资源架构体系在建设期进行了数轮有针对性的调整,所暴露的问题和带来的经验也为后续以BOT模式成立项目公司的人力资源体系搭建起到了良好的示范作用。BOT模式下,建设期、运营期、移交期存在各自不同的用人特点,对人员的重点需求各不相同。BOT项目建设期侧重工程建设、运营期侧重运营管理,移交期侧重风控评估。在燕龙公司从建设期到运营期的转变中已经发生了人员需求侧重不同的变化。本论文的研究问题,就是如何采用科学的研究方法来进行调查和分析,对BOT项目公司在各个期间人员配置情况进行最大限度的优化,在满足公司项目进度的前提下,对人工成本、人员结构进行合理控制与配比。本文作者将通过阅读人力资源、BOT投资模式、水处理行业相关文献;了解国内同行业企业相关状况;设计调查问卷;梳理公司BOT模式项目公司有关制度、人力资源相关信息,分析人力资源白皮书等,力求探究BOT模式下水务项目公司合理的人员配置结构,找到优化方案,对于国内水务行业BOT模式人力资源配置具有重要的参考意义。

As a country lacking relatively fresh water, the government vigorously promotes water pollution control, energy saving and emission reduction and recycling of water resources from the aspects of policies, laws and regulations construction. The research problem of this paper is how to use scientific research methods to investigate and analyze the BOT project company's staffing situation in each period to optimize the maximum, under the premise of satisfying the company's project progress.
