山东省政府科技投入促进企业技术创新发展研究

【摘要】:随着社会经济的不断发展,科技创新日益成为提高企业经济实力的主要因素,也日益成为增强社会竞争力的决定性因素。当前企业之间的竞争日益激烈,要想在激烈的竞争环境中生存发展,提高竞争力,这就需要企业进行技术创新。但就我国目前的发展情况来看,企业虽然越来越重视技术创新,但技术水平不高、创新能力不强,其原因就在于技术创新具有外部性、溢出性以及风险性等特性,在一定程度上降低了企业进行技术创新活动的积极性。因此,政府有必要采取一定的激励措施,加大政府科技投入,来提高企业进行技术创新的积极性。山东省作为我国经济大省,近几年来,在政府科技投入方面和企业技术创新方面都取得了不错的成绩,但与经济较发达的省份相比,仍然存在着一定差距。在政府科技投入方面,山东省政府科技投入总量仍然不足,科技投入的力度及强度仍然偏低,且科技投入的结构不尽合理;在企业技术创新方面,山东省企业RD经费与RD人员的投入仍然偏低,且企业技术创新产出成果并不高。这一系列问题阻碍了山东省的科技发展,不利于提升山东省的企业技术创新水平。因此,如何更好地促进山东省政府科技投入和企业技术创新的发展,进而推动山东省的经济发展,具有比较重要的现实意义。基于上述的研究背景,本文重点对山东省政府科技投入和企业技术创新的现状进行了定量分析,并对政府科技投入对企业技术创新的影响进行了实证研究,得出政府科技投入对企业技术创新具有显著的杠杆效应;并运用了横向比较的方法,对山东省、江苏省和广东省三个省份政府科技投入与企业技术创新的情况进行了对比分析,发现了山东省在政府科技投入促进企业技术创新方面存在的问题;并针对这些问题,提出了相应的对策建议:建立稳定的政府科技投入增长机制,优化政府科技投入结构机制以及建立企业技术创新政策引导机制。
[Abstract]:With the continuous development of social economy, scientific and technological innovation has become the main factor to improve the economic strength of enterprises, and increasingly become the decisive factor to enhance the social competitiveness. At present, the competition among enterprises is becoming more and more fierce. In order to survive and develop in the fierce competition environment and improve the competitiveness, it is necessary for enterprises to carry out technological innovation. However, according to the current development situation of our country, although enterprises pay more and more attention to technological innovation, the technological level is not high and the innovation ability is not strong. The reason is that technological innovation has the characteristics of externality, spillover and risk, etc. To a certain extent, reduce the enthusiasm of enterprises to carry out technological innovation activities. Therefore, it is necessary for the government to take some incentive measures and increase the investment in science and technology to improve the enthusiasm of enterprises to carry out technological innovation. Shandong Province, as a big economic province in China, has made good achievements in the fields of government science and technology investment and enterprise technological innovation in recent years, but compared with the more developed provinces, there is still a certain gap. In terms of government investment in science and technology, the total amount of scientific and technological investment by the Shandong Provincial Government is still insufficient, the intensity and intensity of the investment in science and technology are still on the low side, and the structure of the investment in science and technology is not entirely reasonable; in terms of technological innovation in enterprises, Shandong enterprise R D funds and R D personnel investment is still low, and the enterprise technological innovation output is not high. This series of problems hinder the development of science and technology in Shandong Province, and are not conducive to upgrading the level of technological innovation of enterprises in Shandong Province. Therefore, how to better promote the development of science and technology investment and enterprise technological innovation of Shandong Provincial Government, and then promote the economic development of Shandong Province, has more important practical significance. Based on the above research background, this paper focuses on the quantitative analysis of the current situation of science and technology investment and enterprise technological innovation of Shandong provincial government, and makes an empirical study on the impact of government science and technology investment on enterprise technological innovation. The paper draws a conclusion that government science and technology investment has significant leverage effect on enterprise technology innovation, and makes a comparative analysis on the situation of government science and technology investment and enterprise technology innovation in Shandong province, Jiangsu province and Guangdong province by using the method of horizontal comparison. This paper finds out the problems in promoting the technological innovation of enterprises in Shandong Province, and puts forward the corresponding countermeasures and suggestions: to establish a stable mechanism for the growth of scientific and technological investment of the government. To optimize the structure of government investment in science and technology and to establish a policy guidance mechanism for enterprise technological innovation.
