我国信息化与工业化融合水平测度研究

【摘要】:随着经济社会的发展,我国产业结构不断调整,已经转变到了重工业化时代,进入了工业化中期。传统工业化采用了依靠大规模资源和资本投入支撑的外延式增长发展模式,割裂了经济与生态、社会与环境、人与自然的有机联系。但20世纪90年代以来,信息技术的广泛应用对工业化进程产生了极大的推动作用,信息化成为工业现代化的催化剂。党的“十七大”提出“大力推进信息化与工业化的融合,促进工业由大变强”,从现代化全局的高度明确了信息化与工业化的融合趋势。信息化与工业化的融合(简称“两化融合”)是一个全方位、多层次、跨领域、一体化的过程,融合的过程需要最佳的秩序和规则。 目前国内外学者在信息化和工业化的界定、信息化和工业化的互动关系等方面的研究积累了较为丰富的成果,为本文奠定了良好的理论基础。但是理论界对于信息化和工业化融合水平的研究大多属于一般的描述性论述,更多关注于信息化水平和工业化水平测度的分类指标体系研究,鲜有文献涉及信息化与工业化融合水平的综合评价体系设计。 本文正是基于这样的理论背景和现实情况,结合信息化与工业化融合的内涵及互动关系,建立了我国两化融合的RSG模型,并在此基础上从责任、标准、增长三个层次构建了我国两化融合水平的评价体系,采用熵值法进行融合水平的实证测度,并提出了相应的对策建议。 首先,建立我国两化融合的RSG模型。以可持续发展理论、人力资本理论、国家创新系统理论和新经济增长理论为基础,结合信息化与工业化的融合层次以及对经济社会的影响,构建了我国两化融合的RSG模型,即责任(Responsibility)—标准(Standard)—增长(Growth)模型,并从这三个层面对两化融合进行分析。 其次,构建两化融合的评价指标体系,并进行实证分析。基于RSG模型和评价指标体系的构建原则,从目标层、准则层、主体层和指标层4个层次、21项具体指标构建了我国两化融合的评价指标体系。并采用熵值法对我国信息化与工业化融合水平进行实证测算,结果发现我国两化融合水平总体上呈上升趋势,但是进度稍显缓慢。 最后,提出推进两化融合的政策建议。两化融合过程中政策先行,推进我国信息化与工业化的全面融合;改造传统产业,实现可持续发展;以人为本,实现人力资源充分利用;构建自主创新体系,实施标准竞争战略;优先发展信息产业,助力经济增长。
[Abstract]:With the development of economy and society, the industrial structure of our country has been constantly adjusted, which has been transformed into the era of heavy industry and has entered the middle stage of industrialization. The traditional industrialization adopts the mode of extension growth supported by large-scale resources and capital investment. The organic connection between economy and ecology, society and environment, man and nature has been separated. But since 1990s, the extensive application of information technology has greatly promoted the industrialization process. Informatization has become a catalyst for industrial modernization. The 17th National Congress of the Party put forward "vigorously promoting the integration of information technology and industrialization," From the perspective of the overall situation of modernization, the trend of integration of information and industrialization is clearly defined. The integration of information and industrialization (referred to as "the fusion of two types of industrialization") is a comprehensive, multi-level, cross-domain and integrative process. The process of integration requires the best order and rules. At present, scholars at home and abroad have accumulated rich results in the definition of informatization and industrialization, the interactive relationship between informatization and industrialization, etc. But most of the researches on the level of informatization and industrialization fusion belong to the general description, and pay more attention to the classification index system of the measurement of information level and industrialization level. Few literatures involve the design of a comprehensive evaluation system at the level of integration of information and industrialization. Based on the theoretical background and practical situation, this paper establishes the RSG model of the fusion of information and industrialization, combining the connotation and interaction of the integration of information and industrialization, and on this basis, from the responsibility, standards, This paper constructs the evaluation system of the fusion level of the two systems in China at the three levels of growth, uses the entropy method to measure the fusion level, and puts forward the corresponding countermeasures and suggestions. First of all, the RSG model of the integration of the two systems in China is established, which is based on the theory of sustainable development, the theory of human capital, the theory of national innovation system and the theory of new economic growth. Combined with the fusion level of information and industrialization and its influence on economy and society, this paper constructs the RSG model of the integration of the two industries in China, that is, the responsibility-standards-growth model, and analyzes the fusion of the two types from these three levels. Secondly, the evaluation index system of the fusion of the two systems is constructed, and the empirical analysis is carried out. Based on the construction principles of the RSG model and the evaluation index system, from the target level, the criterion layer, This paper constructs the evaluation index system of the fusion of the two industries in China with 21 specific indexes in the main layer and the index layer, and uses the entropy method to measure the fusion level of informatization and industrialization in China. The results show that the level of fusion in China is on the whole rising, but the progress is a little slow. Finally, put forward the policy recommendations to promote the integration of the two. In the process of the integration of the two policies, advance the integration of information and industrialization; transform the traditional industries to achieve sustainable development; people-oriented, To realize the full utilization of human resources, to construct independent innovation system, to implement standard competitive strategy, to give priority to the development of information industry and to boost economic growth.
