【摘要】:一套优秀的绩效管理体系对企业的发展具有长远的、举足轻重的战略指导意义,它将每名员工的工作绩效与企业的整体战略目标结合起来,是企业战略得以实现的重要保障,是企业人力资源管理的关键环节。现代化企业制度普遍推行的今天,绩效管理的战略作用被越来越多的企业所重视,也成为人力资源改革的首要议题。然而,多数企业在运用绩效管理的实践过程中,并没有取得理想效果,有的成为鸡肋,有的甚至成为发展的瓶颈。3G牌照发放后,中国电信市场领域内的竞争逐渐进入白热化,三大运营商除了在市场运营方面各显神通外,也更加重视“建立并有效实施科学有效的绩效管理方案”,并使其成为提升核心竞争力的重要手段。T市移动公司虽然早已于2003年起就着手制订、实施绩效管理体系,但是在经历了3G牌照发放、收购铁通、携号转网试点以及投资回报率提升等方面的变化后,外部形势日趋严峻,,市场挑战层出不穷,原有的绩效管理体系已经无法满足现有的管理需要,因此必须通过加深内部改革来应对快速变化的市场形势,全面提升企业效率,提高发展速度。文章首先对绩效管理的理论知识进行了较为详细深入的解读,又运用一系列的分析研究方法阐述了T市移动公司现行的绩效管理体系,并针对其存在的问题和缺陷提出了改进的具体方案和实施效果评估,希望通过对现有绩效管理体系的改革,能够使T市移动公司的绩效管理工作更加成熟、更加合理、更加高效,能够充分调动起员工的积极性和创造性,全面提升公司核心竞争力。
[Abstract]:A set of excellent performance management system has a long-term and decisive strategic guiding significance for the development of an enterprise. It combines the work performance of each employee with the overall strategic goal of the enterprise and is an important guarantee for the realization of the enterprise strategy. The strategic role of performance management has been paid more and more attention to by more and more enterprises, and has become the primary topic of human resources reform. In the practice of applying performance management, most enterprises have not achieved the desired results. Some have become chicken ribs, some have even become the bottleneck of development. After the 3G license issuance, the competition in the field of China's telecommunications market has gradually entered into white-hot. In addition to the three major operators in the market operation, It also pays more attention to the establishment and effective implementation of a scientific and effective performance management scheme, and makes it an important means to enhance the core competitiveness. Although T City Mobile Company has already started to formulate and implement the performance management system since 2003, However, after the changes in 3G licensing, the acquisition of Tietong, the pilot project of carrying the number to the network and the improvement of the rate of return on investment, the external situation is becoming increasingly severe and the market challenges are emerging in endlessly. The original performance management system has been unable to meet the existing management needs, so we must deepen the internal reform to cope with the rapidly changing market situation, and improve the overall efficiency of enterprises. Firstly, the paper makes a detailed analysis of the theoretical knowledge of performance management, and then expounds the current performance management system of T City Mobile Company by using a series of analytical and research methods. Aiming at the existing problems and defects, this paper puts forward the concrete plan of improvement and the evaluation of the effect of implementation. It is hoped that through the reform of the existing performance management system, the performance management work of T City Mobile Company will become more mature and reasonable. More efficient, can fully mobilize the enthusiasm and creativity of employees, improve the core competitiveness of the company.
