大数据治理的概念及其参考架构

【摘要】：大数据中蕴含着巨大的社会和经济价值,在实现这些价值的过程中大数据治理扮演重要角色.首先从大数据治理目标、权力层次、对象及范围、解决的实际问题4个维度,阐述了大数据治理概念的内涵,并由此明确了大数据治理的概念;进一步分析大数据治理内部要素和外部应用特征,构建了大数据治理参考模型.大数据治理的3个关键域分别是决策机制、激励与约束机制、监督机制,揭示了大数据治理关注的核心问题;大数据治理的3个外部应用特征是大数据生命周期、利益相关者、流通方式,揭示了大数据治理的主要场景特性,大数据治理的参考架构综合了大数据治理的内部要素和外部应用特征,从而为研究和分析大数据治理构建了一个相对完整的逻辑框架,有助于业界和学者更加全面、客观地分析和解决大数据治理领域的问题.
[Abstract]:Big data contains enormous social and economic values, which play an important role in the process of realizing these values. This paper expounds the connotation of big data's governance concept, and then clarifies the concept of big data's governance, and further analyzes the internal elements and external application characteristics of big data governance. The paper constructs the reference model of big data's governance. The three key domains of big data's governance are decision-making mechanism, incentive and restraint mechanism, supervision mechanism, and reveal the core issues concerned by the administration of big data. The three external application characteristics of big data's governance are big data's life cycle, stakeholders and circulation mode. The reference framework of big data's governance integrates the internal elements and the external application characteristics of big data's governance, thus constructing a relatively complete logical framework for the research and analysis of big data's governance, which is helpful to the industry and scholars to be more comprehensive. Objectively analyze and solve big data's problems in the field of governance.
