基于协同优势的ICT产业竞争机制及模型研究

【摘要】：21世纪世界经济的全球化、信息化和知识化趋势,使技术创新、知识产权和技术标准战略已成为许多国家产业国际竞争的路径选择。究其原因在于技术创新是寻求提高竞争力的良方、知识产权是保持产业竞争优势的有力武器,技术标准更是国际贸易和跨国投资中的制胜宝典。而以知识产权为核心的技术创新和技术标准化战略也日益成为一国企业和产业国际竞争优势的核心基础和财富之源。技术创新、知识产权和技术标准的协同是衡量一国企业和产业竞争力强弱的重要标志。本文构建了基于ICT产业国际竞争的协同竞争力理论模型并以i-TMR评价模型验证了提升我国ICT产业国际竞争力的根本出路在于技术创新、知识产权(专利)和技术标准三者的协同机制。本文指出并论证指导ICT产业发展的比较优势、竞争优势和知识产权优势的理论局限性和政策陷阱的基础上,提出通过将创新优势转化为知识产权优势并结合知识经济化、经济全球化和产业网络化的国际竞争背景,协同技术标准优势,必将有利于ICT产业国际竞争力的提升,并由此构建了知识产权新经济时代基于波特钻石模型改进和完善的协同竞争力一般理论模型。通过ICT产业国际竞争的聚焦点已集中在知识产权与创新和技术标准协同优势竞争考虑,本文提出了“技术-市场-规制”的i-TMR三维一体模型,提炼出评价协同竞争力指标体系,从理论上构建了ICT产业协同竞争力评价模型,并在此基础上采用层次分析法对难以量化的协同竞争力指标进行了科学合理的量化分析。最后以ICT产业中的典型案例为对象,对本文提出的协同竞争力评价体系进行了深入的实证分析。
[Abstract]:The globalization of the world economy in the 21st century, the trend of information and knowledge, and the technological innovation, The strategy of intellectual property and technical standards has become the path choice of international competition in many countries. The reason is that technological innovation is the best way to improve competitiveness, and intellectual property is a powerful weapon to maintain the competitive advantage of industry. Technical standards are also the key to success in international trade and transnational investment. The strategy of technological innovation and standardization with intellectual property as the core has increasingly become the core foundation and wealth of international competitive advantage of a country's enterprises and industries. Technological innovation, The synergy of intellectual property and technical standards is an important symbol to measure the competitiveness of a country's enterprises and industries. In this paper, the theoretical model of cooperative competitiveness based on international competition of ICT industry is constructed, and the i-TMR evaluation model is used to verify that the fundamental way to enhance the international competitiveness of China's ICT industry lies in technological innovation. This paper points out and demonstrates the comparative advantages of ICT industry development, the theoretical limitations of competitive advantage and intellectual property advantage, and the policy pitfalls, on the basis of the synergetic mechanism of intellectual property rights (patents) and technical standards. It is pointed out that the international competitive background of economic globalization and industrial networking, and the advantages of cooperative technology standards, will be beneficial to the promotion of international competitiveness of ICT industry by transforming the advantage of innovation into the advantage of intellectual property, combining with the knowledge economy, economic globalization and the international competition background of industrial networking. Based on Porter diamond model, the general theoretical model of collaborative competitiveness in the new economic era of intellectual property rights has been constructed. Through the ICT industry, the focus of international competition has focused on intellectual property rights and innovation and technical standards. Synergistic advantage competition considerations, In this paper, the i-TMR model of "technology, market and regulation" is put forward, the index system of evaluating cooperative competitiveness is extracted, and the evaluation model of ICT industry cooperative competitiveness is constructed theoretically. On the basis of this, the paper makes a scientific and reasonable quantitative analysis of the index of cooperative competitiveness which is difficult to quantify by using the analytic hierarchy process. Finally, the typical case of ICT industry is taken as the object. In this paper, the evaluation system of collaborative competitiveness is analyzed empirically.
